The Department of the Air Force (Air Force) is conducting market research to identify a Suite of Public Affairs Tools for the Secretary of the Air Force, Office of the Legislative Liaison (SAF/LL) and Secretary of the Air Force, Office of Financial Management (SAF/FM). The result of this market research will contribute to determining the requirement for this solution. The Product Service Code (PSC) is R702, and the applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS 518210. The size standard is $40M.
THIS IS A SOURCES SOUGHT FOR INFORMATION ONLY. There is no solicitation at this time. The sources sought is to help the Air Force identify sources that can provide a Suite of Public Affairs Tools for the Secretary of the Air Force, Office of the Legislative Liaison (SAF/LL) and Secretary of the Air Force, Office of Financial Management (SAF/FM). This sources sought is issued for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
This sources sought does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this sources sought; all costs associated with responding to this sources sought will be solely at the interested party’s expense. Not responding to this sources sought does not preclude participation in any future RFP, if any is issued. If a competitive solicitation is released, it will be synopsized on SAM.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
Background: The Secretary of the Air Force, Office of the Legislative Liaison (SAF/LL) and Secretary of the Air Force, Office of Financial Management (SAF/FM) has a requirement to access a database of legislative events via a subscription service. These events include legislative action, social media monitoring, amendments, votes, derived analytics and possible congressional action that could have an impact on the military. The solution must enable users to contact congressional offices, create user defined fields to log engagements with elected officials and staff, and display the impact of the military in key congressional districts.
Currently, this requirement is being fulfilled by contract # FA701424C0015. All capability and technical requirements listed in the attached statement of work are being met with the current contractor. The objective of this sources sought is to query the marketplace to see if other vendors are able to provide the same capability/solution as what is being fulfilled.
Technical Requirements: See the attached Statement of Work (SOW). Please note, the Air Force is looking for a ready-to-go commercial solution, one that does not require development time.

Vendor Responses: Interested vendors shall submit a capability statement that reflects their products capabilities in light of the SOW and the above information. If the proposed solution is presently not capable of meeting requirements in the attached SOW, please provide a timeline and a cost estimate to make your company’s product comply with the functionality listed in the SOW.

The information obtained as a result of this sources sought will be used to create a Market Assessment Report, which may inform budget and acquisition decisions for the agency. Based on the responses to this sources sought/market research, this requirement may be set-aside for small businesses, procured through full and open competition, or sole sourced. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Vendor Responses must identify any proprietary information submitted. The proprietary information MUST BE CLEARLY MARKED as proprietary. The government will not treat any other information as proprietary. To aid the Government, please segregate proprietary information.
The Government reserves the right to contact, or not contact, any party responding to this notice to obtain further information for market research purposes. The government will not notify respondents of the results of the assessment of the information received and will not return submittals to the sender. All interested sources must respond to any potential future solicitation announcements separately from responses to this sources sought. This is not a solicitation announcement for proposals and the government will not award a contract resulting directly from this announcement.
