Videographer and Video Production Services
1. Introduction
Carmichael Water District (“District”) invites proposals from qualified videographers or video
production firms to provide professional video production services. The District is a California
special district and public agency subject to applicable state and local procurement requirements.
2. District Background
Carmichael Water District is a California special district organized and operating under the laws
of the State of California. The District provides water services to residents and businesses within
its service area and is committed to transparency, public education, and effective communication
with its customers.
3. Project Purpose and Overview
The District seeks video production services to support public outreach, education, and
informational efforts. Video content may be used on the District’s website, social media platforms,
public meetings, and other public-facing communications.
Potential video topics include, but are not limited to:
• Water conservation and public education
• Capital improvement or infrastructure projects
• District operations and services
• Interviews with District staff or Board members
• Community events and outreach initiatives
Video length may range from approximately 30 seconds to 5 minutes.
4. Scope of Work
The selected proposer (“Consultant”) may be required to perform services including, but not
limited to, the following:
A. Pre-Production
• Creative consultation and concept development
• Scriptwriting, storyboarding, or interview planning
• Production scheduling and coordination with District staff
B. Production
• On-location filming within the District service area
• Use of professional video, lighting, and audio equipment
• Direction of interviews and on-camera participants
• Compliance with District safety, security, and facility access requirements
C. Post-Production
• Video editing and assembly
• Color correction and audio enhancement
• Titles, graphics, and captions
• Closed captioning in compliance with accessibility requirements (e.g., ADA)
• Revisions (Consultant to specify number included)
• Delivery of final videos in formats suitable for web and social media use
5. Deliverables
Deliverables may include:
• Final edited video files
• Alternate versions or shortened clips, as requested
• Caption files (e.g., SRT or equivalent)
• Raw footage or project files, if requested by the District
6. Project Schedule
The anticipated schedule is as follows:
• RFP release date: February 3, 2026
• Deadline for questions: February 26, 2026 by 4:30 PM
• Proposal submission deadline: February 27, 2026 by 3:00 PM
• Consultant selection (possible scheduled interviews) by: March 6, 2026
• Project start date: March 16, 2026
The District reserves the right to modify this schedule.
7. Budget and Compensation
Proposers shall submit a detailed cost proposal that may include:
• Per-project pricing
• Hourly or daily rates
• Breakdown of pre-production, production, and post-production costs
• Optional or additional services
The District anticipates awarding work on an as-needed basis and may enter into an on-call
professional services agreement.
8. Consultant Qualifications
Proposals shall include:
• Firm or individual background and years of experience
• Relevant experience with public agencies or utilities (preferred)
• Portfolio or links to representative work
• At least two (2) professional references
• Resumes or qualifications of key personnel
9. Proposal Submission Requirements
Proposals must be submitted electronically in PDF format and include:
• Cover letter
• Statement of qualifications and approach
• Portfolio or work samples
• Cost proposal
• References

10. Evaluation Criteria
Proposals will be evaluated based on, but not limited to, the following criteria:
• Understanding of the project and public-sector communication needs
• Quality and relevance of prior work
• Experience with similar agencies or projects
• Cost and overall value to the District
• Completeness and clarity of the proposal
11. Ownership of Documents and Work Product
All materials, deliverables, and work product produced, developed, or acquired by the Contractor
in connection with services performed under this Request for Proposals, including but not limited
to raw footage, edited video files, audio recordings, photographs, graphics, scripts, project files,
and any other related media (collectively, “Work Product”), shall be the sole and exclusive
property of the District upon creation.
The Contractor agrees that all Work Product shall be considered a “work made for hire” to the
fullest extent permitted by law. To the extent any Work Product does not qualify as a work made
for hire, the Contractor hereby irrevocably assigns to the District all right, title, and interest,
including all copyrights and intellectual property rights, in and to such Work Product, without
limitation.
The District shall have the unrestricted right to use, reproduce, modify, distribute, display, and
publish the Work Product in any manner and for any purpose, including but not limited to public
information, education, marketing, archival, and compliance purposes, without additional
compensation to the Contractor.
The Contractor may not use, reproduce, distribute, or display the Work Product for any purpose
without the prior written consent of the District, except that the Contractor may request permission
to use excerpts of the Work Product for portfolio or self-promotional purposes, subject to the
District’s approval.
All Work Product shall be delivered to the District in the format(s) specified in the RFP or contract,
and no Work Product shall be withheld pending payment once submitted and accepted.
12. Insurance Requirements
The selected Consultant shall be required to obtain and maintain insurance coverage meeting the
District’s requirements, which may include:
• Commercial General Liability: Not less than $1,000,000 per occurrence and $2,000,000
aggregate
• Automobile Liability: Not less than $1,000,000 combined single limit
• Workers’ Compensation: As required by California law
• Professional Liability (Errors and Omissions): Not less than $1,000,000 per claim (if
applicable)
The District, its directors, officers, and employees shall be named as additional insureds on
applicable policies. Proof of insurance will be required prior to contract execution.
12. Indemnification
Consultant shall indemnify, defend, and hold harmless the District, its Board of Directors, officers,
employees, and agents from and against any and all claims, liabilities, damages, losses, and
expenses, including reasonable attorneys’ fees, arising out of or resulting from the negligent acts,
errors, or omissions of the Consultant or its subcontractors in the performance of the services.
13. Public Records Act
All proposals submitted in response to this RFP shall become the property of the District and are
subject to disclosure under the California Public Records Act (Government Code §6250 et
seq.).
If a proposer believes that any portion of its proposal contains proprietary or confidential
information exempt from disclosure, such portions must be clearly identified and marked. The
District does not guarantee that such information will be withheld if a disclosure request is made.
14. Reservation of Rights
The District reserves the right to:
• Reject any or all proposals
• Waive informalities or irregularities in proposals
• Request additional information or interviews
• Modify or cancel this RFP at any time
All costs incurred in preparing a proposal shall be the responsibility of the proposer.
