now serves approximately 520,000 people in central and eastern Contra Costa County. Contra Costa

II. Notice of Inviting Proposals
A. Submittal of Proposals
An electronic proposal (in searchable PDF format) and Attachment B- Estimate of Costs shall
be submitted as separate files via the relevant procurement page at CCWD’s PlanetBids portal:

B. Pre Proposal Meeting-Optional
The Pre-Proposal Meeting will be held Thursday, December 11, 2025, 9:00 AM at Randall Bold
Water Treatment Plant.

C. Conditions of Request for Proposals
Terms of Agreement
This service is for a two (2) year base period Fiscal Year 2026 (FY26) July 1, 2025, through June 30, 2026,
and (FY27) July 1, 2026, through June 30, 2027
Liability of Cost and Responsibility
CCWD shall not be liable for any costs incurred in response to this RFPs. All costs shall be borne by the
person or organization responding to the request. The person or organization responding to the
request shall hold CCWD harmless from any and all liability, claim or expense whatsoever incurred by
or on behalf of that person or organization. All submitted material becomes the property of Contra
Costa Water District.
Insurance
CCWD has initiated an insurance compliance program. This program requires all companies providing
products and services to CCWD to have insurance coverage prior to the issuance of any contract. Once
the most responsive proposer has been established, that vendor will have until 15 days after selection
to provide all required insurance documents per the samples provided and register with CCWD’s

insurance compliance tracking system, MyCOI. Failure to provide this insurance documentation will
result in CCWD considering this proposal or response to be unresponsive.
Business License
Business licenses will be verified with the issuing agencies and references will be checked.
Prevailing Wage
Pursuant to Section 1770, et seq., of the California Labor Code, the successful proposer shall pay not
less than the prevailing rate of per diem wages as determined by the Director of the California
Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the
office of the Purchasing Officer, where copies will be made available during normal working hours to
any interested party upon request, or Proposers may prefer to obtain the current prevailing rate of per
diem wages directly from the website maintained by the California Department of Industrial Relations
(http://www.dir.ca.gov/dlsr/pwd/index.htm ).

RFP Notices
CCWD has included the Bid/Proposal General Provisions (Attachment C) to help explain CCWD’s bid and
proposal process.
The attached proposal requirements must be completed and provided by the respondent. The
information will be the basis for evaluation of cost between respondents and will be the basis for actual
charges for services performed under the terms of this contract. Submission of a proposal constitutes
acceptance of CCWD’s Sample Agreement (Attachment E). Failure to indicate herewith any exceptions
to the Sample Agreement shall forever waive any such exceptions, see the Proposal Guarantee
(Attachment D).
Addenda
Any changes, additions, or deletions to this proposal will be in the form of written Addenda issued by
the Contra Costa Water District and posted to CCWD’s website . CCWD will not be responsible for failure

of any prospective Vendor to receive such Addenda. All Addenda so issued shall become part of this
proposal.
Questions concerning Randall Bold Water Treatment Plant DCS PLC Upgrade should be directed to the
CCWD Purchasing Officer at ccwdpurchasingrequests@ccwater.com, referencing RFP#2634 and must
be received by 4:00 pm. (PST) on Thursday, December 18, 2025 . Responses to all questions received by
the due date will be published on CCWD website as an Addendum to the RFP on Tuesday, January 6,
2026.
Best Value Award
CCWD specifically reserves the right to reject any or all proposal, to make any awards or any rejections
in what it alone considers to be in the best interest of CCWD, and to waive any irregularities in the
proposals. CCWD does not obligate itself to accept the lowest proposal and specifically reserves the
right to reject any or all proposal or CCWD will accept any proposal or combination of proposals
considered most favorable. CCWD reserves the right to hire a primary and secondary contractor in the
event the primary contractor cannot respond in a timely manner.

SCOPE OF WORK AND TECHNICAL REQUIREMENTS
Contra Costa Water District (CCWD) is seeking Proposals from firms interested in providing design,
procurement, programming, and construction services for the Randall-Bold Water Treatment Plant
DCS PLC Upgrade.
1)
PROJECT BACKGROUND
The Randall-Bold Water Treatment Plant (see Image 1 below) is a critical facility located in Oakley,
California, jointly operated and maintained by the Contra Costa Water District (CCWD). The plant has
the capacity to treat up to 50 million gallons of water per day (MGD) and plays an essential role in
providing clean and safe drinking water to the surrounding communities.
The existing Programmable Logic Controller (PLC) and Remote I/O (RIO) infrastructure at the plant
has reached or is nearing the end of its useful life. To ensure continued reliability, maintainability, and
alignment with current industry standards, CCWD is seeking a qualified contractor to replace all
outdated PLCs, RIO components, and related control infrastructure with modern Modicon PLC
platforms and X80 Remote I/O components.
This modernization effort includes the upgrade or replacement of Local Operator Panels (LOPs) and
control panels located throughout the facility, as well as the replacement of terminal blocks, fuses,
relays, radios, power supplies, patch panels, and other obsolete components that may no longer
meet operational or safety standards. All work shall adhere to CCWD’s wiring, labeling, and tagging
standards to ensure consistency and maintainability across all facilities.
The current system primarily consists of legacy Modicon Quantum and Momentum PLCs, with
Wonderware software serving as the Human-Machine Interface (HMI) for process control. PLC
communication is established over a multimode fiber optic backbone in a ring configuration utilizing
Modbus TCP protocol.
The project may also include modifications to the Distributed Control System (DCS) HMI screens to
reflect systemic updates, as well as upgrades or replacements of fiber-to-Ethernet media converters,
network switches, and patch panels as needed to support the new hardware.
Under this Project, CCWD intends to implement the services under a design/build contract.
1.1 EXISTING PLC SYSTEM OVERVIEW
The Randall-Bold Water Treatment Plant currently utilizes multiple PLCs distributed throughout the
facility to control various treatment processes. The primary PLCs and their configurations are
summarized below.
