Description

The Government is issuing this RFI/sources sought announcement as part of a market research effort on behalf of Munitions Engineering Technology Center, Picatinny Arsenal and is seeking information for market research purposes related to emerging technology to improve fidelity and streamline testing of munitions and ordnance.

The purpose and objective of this announcement is to identify measurement equipment (including but not limited to active Radiofrequency (RF) / Radar) to track fragmentation created by detonating munitions. Contractors shall respond with current capabilities, to include standoff distances and measurement capabilities and fidelity. Specifications should also include protection mechanisms in place and data output formats available (including but not limited to Z-data, etc.)

The Government’s business goal is to increase measurement fidelity, increase test throughput and reduce government costs to conduct ordnance development testing of US, NATO, Allied and Foreign Weapons.

Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as “white paper”). This white paper should not exceed 7 pages written (Times New Roman, 12 font) or MS PowerPoint slides. Please include overview of the technology, technology and manufacturing maturity levels assessed, performance anticipated and notional cost and schedule information related to prototype or production estimates.

Contractors must be properly registered in the Government System for Award Management database (SAM). Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov.

This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. The Government may elect to visit, or host a visit, from any potential sources following the market survey.

Your interest in this program is appreciated.
