Amendment 0003
Purpose
This amendment incorporates revised questions and answers into the solicitation, superseding the previously issued Q&A document.
1. The revised Q&A document, titled "Questions and Answers- JBSA MSWM -FA301625R0002 - 10 Apr 2025_v1," is attached.
Key Changes: Answer to Question 38 has been revised to clarify CLIN 0005. The revised answer is highlighted in the attached Q&A document.
2. All other terms and conditions of the solicitation remain unchanged.
Offerors must acknowledge receipt of this amendment in their proposal submission.

Amendment 0001
The purpose of this amendment is to:
1. Extend the response due date to 21 April 2025 at 10:00 AM CST.
2. Incorporate the following IAW the below Class Deviations:
a. CD 2025-O0003 -Restoring Merit-Based Opportunity in Federal Contracts and
b. CD 2025-O0004- Revocation of Executive Order on Sustainability
3. Add Not-to-Exceed Amount of $105,000.00 to CLINS 0X05 (see conformed copy of the solicitation).
4. All other terms and conditions of the solicitation (#FA301625R0002) shall remain unchanged and in full effect.
5. Offeror Acknowledgement: Offerors are instructed to acknowledge receipt of this amendment by signing and returning this amendment along with the proposal.

This is a Request for Proposal to interested Small Business Vendors for Municipal Solid Waste Management (MSWM) Services at Joint Base San Antonio (JBSA), TX. Interested vendors shall respond to this Solicitation IAW the attached documents and instructions to offerors. A site visit will be held at JBSA Fort Sam Houston, TX on 20 March 2025, 10 am CST. All individuals wishing to attend must submit a request for base access no later than Thursday, 13 March 2025, by 10:00 a.m. CST.
Refer to each attachment for additional details and Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services, for specific Proposal Preparation and Format Instructions.
Description of Services: The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform installation-wide Municipal Solid Waste (MSW) collection/disposal to include asbestos disposal service to Joint Base San Antonio (JBSA) defined in 1.1.1, 1.1.2, 1.1.3, 1.1.4. & 1.1.5.). Municipal Solid Waste and asbestos collection/disposal services at JBSA installations include Lackland (LAK), Randolph (RND), Fort Sam Houston (FSH), Camp Bullis (CB), Canyon Lake military recreational areas and Seguin Airfield in accordance with all local, state, and federal laws, regulations, standards, instructions, commercial practices or international agreements. Estimated workloads are in PWS Appendix A, Table A-1 and collection areas are in Appendix A, Tables A-2-1 through A-2-5, A-3-1 through A-3-3, A-4, and A-5-1 through A-5-2.
