Notice of Intent to Sole Source to TELEDYNE FLIR COMMERCIAL SYSTEMS INC. for a
Quantitative Optical Gas Imaging (QOGI) camera for Methane Detection

In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to TELEDYNE FLIR COMMERCIAL SYSTEMS INC. for the purchase of a Quantitative Optical Gas Imaging (QOGI) camera for Methane Detection, the FLIR Gx320 to expand current fugitive methane emissions identification and quantification research. The camera will need to be used at a safe distance to visualize and measure methane leaks which are invisible to the naked eye. This model offers unique features that are required for NETL purposes. These unique features include usability and technology, most notably the ability to operate from a regular power outlet and recharge without removing it and the ability to remove storage media (SD card), and its certifications for use in hazardous environments.
This is considered a sole source to TELEDYNE FLIR COMMERCIAL SYSTEMS INC. because, to the best of the NETL’s knowledge, based on market research conducted TELEDYNE FLIR COMMERCIAL SYSTEMS INC. is the only known source that can provide this type of camera meeting all NETLs technical specifications. No known potential alternate sources exist which could satisfy NETL's requirement. A Sources Sought 89243325NFE000190, was issued 2/21/2025 to determine if there were other cameras available that previous market research did not identify. No responsible vendors replied with capability to the Sources Sought. TELEDYNE FLIR COMMERCIAL SYSTEMS INC. confirmed that there are no authorized distributors or resellers.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 15:00 EDT on March 30, 2025. Responses must be submitted in writing to anissa.beasinger@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received or considered.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
