The City of Lompoc is soliciting Bids/Proposals for 123 N. H Street EV Charger Parking Lot Project . Bids will be received per the attached specifications, until 2:00 pm on Monday, February 9, 2026 . Proposals shall be valid for 90 calendar days after the bid opening date.

The 123 North H Street Electric Vehicle Charging Lot Improvement Project aims to develop a new EV charging facility in downtown Lompoc, supporting the City’s ongoing commitment to sustainability, clean transportation, and energy resilience. The project will transform an existing City-owned parking lot into a safe, functional, and accessible space that provides convenient public EV charging and modern site amenities.

The scope of work includes grading and paving improvements, new concrete walkways, curbing, accessible (ADA) parking upgrades, installation of EV charging stations and protective bollards, landscaping, and all associated signage and pavement markings. Electrical coordination will also be required to ensure proper conduit placement and power connections for the planned charging units and lighting systems.

Background

The City of Lompoc is located where California Highways 1 and 246 meet: 55 miles Northwest of Santa Barbara and 10 miles Southeast of Vandenberg Air Force Base. Rolling hills surround the Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north.

Lompoc's weather is characterized by a cool Mediterranean climate typical of most coastal areas of Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear, and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically ranges from 40°F to 72°F and rarely falls below 32°F or rises above 82°F.

The City of Lompoc is committed to expanding its electric vehicle (EV) charging infrastructure to support local sustainability goals, reduce greenhouse gas emissions, and improve accessibility for residents, visitors, and its own fleet operations. The 123 North H Street EV Charging Lot Improvement Project represents a key step in this effort by transforming an underutilized parking area into a safe, modern, and ADA-compliant public charging site within Lompoc’s downtown corridor.
