Behavioral Threat Assessment and Management Research Study

The New York State Division of Homeland Security & Emergency Services (DHSES) is seeking to contract with a qualified contractor that can provide a research study to help DHSES better understand the impact and overall effectiveness of Behavioral Threat Assessment and Management (BTAM) Teams.

The State considers the following qualifications to be a prerequisite in order to be considered as a qualified Proposer for purposes of the solicitation.

The members of the proposer’s research team, in aggregate, must have a minimum of five (5) years of experience conducting research examining prevention-related programs and initiatives from a public policy perspective and developing similar reports.

The proposer must have knowledge of the best practices associated with, and experience conducting research and evaluation of, targeted acts of violence and preventative services offered.

Issuance of RFP: September 30, 2025

Deadline for Submission of Proposer Questions and any exceptions: October 15, 2025

DHSES Issues Responses to Written Questions (estimated): October 29, 2025

Proposal Due Date: November 12, 2025 @ 2:00 PM Eastern Time

Anticipated Contract Start Date: Upon OSC approval
