On 25 October 2024, in accordance with 10 U.S. Code§ 4022, the Army Contracting Command Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator II (TReX II) for the Speckle Reduced Laser Illumination Source (SPKLIS) Prototype Project. A Request for Solutions for this effort was issued to the TReX II consortium on 12 January 2024, which resulted in the submittal of 5 total responses. As a result of the competition, the prototype project was awarded to Advanced Technology International, Inc. (ATI) as the managing prime to EO Solutions Corporation located in Las Vegas, NV. The need exists for a high intensity, low coherence infrared source in support of an expendable countermeasure (flare) projector subsystem used for infrared countermeasure (IRCM) hardware-in-the-loop (HITL) T&E. The subsystem must be capable of simulating large numbers of high-intensity multi-spectral flares in a small and lightweight format. This need addresses test requirements for existing and developmental IRCM systems against new and advanced missile threats. The source will be used in conjunction with a Digital Mirror Device (DMD) to simulate high intensity flare sources within the Guided Weapons Evaluation Facility’s (GWEF’s) HITL projector system. The source will be integrated into an optical system consists of a three-prism total internal reflection system, a two-part source-relay lens system, and a rectangular mirrored light pipe. The source must be able to operate in a dynamic motion environment, withstand up to 3 g radial or transverse accelerations/decelerations without damage, and operate in a typical laboratory environment. Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded. Successful completion will occur when the prototypes have been validated and are accepted by the Government. Further, the government reserves the right to determine part, or all of the prototype project is successfully completed if the vendor shows a particularly favorable or unexpected result justifying the transition to production.
Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
