McDuffie County “County” is soliciting bids from qualified contractors’ “Contractor” for lawn mowing and turf maintenance services for county properties, parks, rights-of-way, and other designated areas.
Bidders shall completely fill out and return required forms to the person listed below and by the required date and time.
The successful contractor shall furnish all labor, equipment, fuel, supplies, and transportation necessary to provide lawn mowing and turf maintenance services as described in Section 4 (Specifications) and Section 5 (Locations).

Mowing
-
Mowing Height: Turf maintained at 2.5–3.5 inches. Grass not to exceed 5 inches before mowing.

Frequency:

Growing Season (April–October): Spring/Fall shoulder months: Every 10 to 14 days, as directed.

Dormant Season (Nov–Mar): As needed.

Clippings & Debris:
-
Clippings shall not clump; excess must be removed.
-
Sidewalks, drives, and landscaped beds must be cleared after mowing.

Trimming and Edging
-
Trim around trees, poles, fences, and obstructions each cycle.

Edge sidewalks, drives, and curbs monthly.

Tree bark shall not be damaged when mowing or trimming.

Bed Maintenance

Maintaining flower beds by the removal of weeds, vines, and other undesirable vegetation.

Replanting of flowers as directed by the County. (Contractor will be reimbursed for flowers or shrubs by the County)

Installation of mulch and/or pine straw as directed by the County. The County will reimburse the Contractor for actual amounts of pine straw and/or mulch.

Pesticide Application

Application of herbicides as necessary to control weeds in beds and on lawns
Application of pesticides as necessary to control fire ant and insects that my damage the lawns

Fertilization
-
Lawns shall be fertilized at appropriate intervals to prevent non-growth or discoloration.

Lawns shall not be over-fertilized.

Equipment:

Properly maintained, sharp blades, guards in place.

Noise and safety compliance required.
4.8 Weather:
4.8.1. No mowing during rainfall or saturated conditions.
4.8.2. Contractor responsible for turf damage repair.

High-visibility vests required near roadways.

Equipment operated safely with public access maintained.

Contractors are responsible for complying with all State and Federal laws and for all necessary permits.

Constrictor shall maintain current Georgia Pesticide Applicators License in appropriate categories to perform the work required.

Contractor shall obtain Certificate of Insurance with McDuffie County named as additional insured for the life of the contract.
General Liability:
$1,000,000 per occurrence.
Automobile Liability:
$500,000.
Workers’ Compensation:
As required by state law.

Contractor must comply with all applicable federal, state, and local laws.

All vendors are required to complete a W-9, Contractor Affidavit and Agreement, Collision and Conflict of Interest Certification, provide a copy of Business License, and Insurance Coverage information.
The initial contract shall be for
one (1) year
, beginning [start date] and ending [end date], with the option to renew annually for up to
two (2) additional years
at the County’s sole discretion.
Sealed bids will be accepted until October 16, 2025 at 2 pm. Bids may be mailed to 210 Railroad Street, Thomson, Georgia 30824 or hand delivered to the same address. Please label all bids to the Procurement Department, Attention: Lori Ducey, Sealed Bid – Lawn Maintenance.
