Dear Industry Partners,



The U.S. Department of Homeland Security (DHS) is providing information on the Department’s development and implementation of a new Cybersecurity Readiness Factor to be utilized in upcoming solicitations. It is the Department’s intention to ensure that effective and appropriate cybersecurity measures are in place by vendors supporting work where such measures are necessary. This new evaluation factor will enable DHS to evaluate vendors’ cybersecurity posture pre-award for applicable contracts to inform a best value tradeoff award decision.



Building on results and findings of previous post-award Cyber Hygiene Assessment efforts, the development of a Cybersecurity Readiness Factor is part of DHS’s continued efforts to implement a holistic approach to the cyber hygiene management program and to engage with and validate industry compliance at an attainable and sustainable level between DHS and our industry partners.



In preparation for the utilization of the Cybersecurity Readiness Factor, the Department is sharing our Cybersecurity Readiness Factor methodology and sample solicitation language to seek industry feedback. Please note the Cybersecurity Readiness Factor language will be tailored to individual solicitations when utilized. Any feedback provided by Industry will be reviewed and considered internally by DHS as it prepares the referenced Cybersecurity Readiness Factor for utilization.
