The Pulaski Park watershed is approximately 620 acres of residential land use east and southeast of Pulaski Park. Stormwater flows by underground conveyance and an open ditch through the park until it reaches an 8.5’ x 8.5’ box culvert under South Lewis Boulevard. The stormwater then flows through a 5’ circular pipe to the open concrete Bacon Creek Channel and into the Missouri River. The project area experiences frequent flooding, and the existing stormwater infrastructure is deteriorating. In August 2025, following the completion of the City’s Stormwater Master Plan, Black & Veatch completed hydraulic modeling to determine the improvements necessary for the Pulaski Park area to achieve a 10-year level of service. These improvements propose to replace the existing storm sewer system with large box culverts along a similar alignment to minimize disturbances to the existing recreational facilities.
Proposals are being requested to perform services outlined in Attachment 2, including design engineering, geotechnical analysis, land survey, hydraulic modeling, review grant opportunities, complete environmental permitting, and provide construction engineering services. City funding via Storm Water Abated General Obligation Bonds under CIP 549-167 Pulaski Park Stormwater Improvements have been approved for design. Potential grant opportunities will be reviewed with the project scope and future construction costs included in the City’s Capital Improvement Program.
