REQUEST FOR QUALIFICATIONS (RFQ) FOR
TERRY FIRST CONNECTION ENGINEERING, DESIGN, AND CONSTRUCTION SERVICES (2)
Section I. Introduction
In March of 2024, the City of Pocatello was awarded a U.S. Department of Transportation (US DOT) grant to improve multimodal and pedestrian infrastructure along the City’s Terry St. and 1st Ave. corridor as well as over the Benton St. overpass and into Historic Downtown Pocatello. The goal of this project is to improve connectivity between the University, Warehouse, and Downtown districts. This project is the result of a 2018 study and conceptual design which aims to connect the eastern portion of the City near Idaho State University over the existing Union Pacific Railroad, and west to the City’s Historic Downtown. The project will improve connectivity by installing multimodal and intersection improvements that will create a safe route across the railroad facilities, and expand economic opportunities for residents and the community as a whole.
The City of Pocatello invites interested parties to submit qualifications to assist with the Terry First Connection Engineering, Design, and Construction Services which includes design, engineering, and project permitting including required by the National Environmental Protection Act (NEPA) and Union Pacific Railroad (UPRR), and acting as the Resident Project Representative, as defined in the Idaho Standards for Public Works Construction (ISPWC). The Project will be awarded in Phases with the selected respondent awarded for the Base Phase and additional phases to be awarded as future tasks based on funding availability.
The project Base Phase is funded through the US DOT. The awarded firm must have demonstrable experience with roadway and traffic designs, bridge rating and loading requirements, the preparation of bidding documents that comply with local, state, and federal requirements, project permitting, and construction engineering and inspection services. Firms must have experience completing plans in accordance with the US DOT Safe Systems Approach, American Association of State Highway and Transportation Officials (AASHTO) requirements, Manual on Uniform Traffic Control Devices (MUTCD), Americans with Disabilities Act (ADA) requirements, required construction testing, inspections, and Resident Project Representative requirements, and local and state requirements for infrastructure improvements.
The awarded firm shall be qualified to: complete all design for the project scope of work; provide bridge load rating services and review of the Benton Street Overpass; assist with all permitting requirements., prepare a comprehensive final bid packet for the construction of the project, and serve as the Resident Project Representative during construction.
The City of Pocatello is a municipal corporation located in Southeast, Idaho. The City is issuing this Request for Qualifications (“RFQ”) and anticipates selecting a firm that has extensive experience working in a local government setting with federal transportation funds and has familiarity with US DOT and federal regulations. Only the firms responding to the RFQ will be considered. The City will evaluate responses to select a candidate to negotiate a contract. Once negotiated, the contract term will be valid for a 24-month period with mutually executable options to extend based on the grant term and availability of funding.
This solicitation is being conducted in accordance with the provisions of Idaho Code Title 67, Chapter 28 (Purchasing by Political Subdivisions), the City of Pocatello Purchasing Policies, and Code of Federal Regulations 23 CFR 636, 2 CFR 200, and other applicable federal requirements per the US DOT. Those provisions are hereby incorporated by reference into this RFQ. All contracts must be strictly awarded in accordance with the requirements of the RFQ. Section 3, disadvantaged business enterprises, minority owned businesses, and women owned businesses are especially encouraged to apply. If it becomes necessary to revise any part of this RFQ or otherwise provide additional information, an addendum will be issued to all prospective Respondents who received copies of the original request.
