Description
The Contractor shall provide a web-based program focused on countering foreign adversarial propaganda targeting Kazakh audiences at the U.S. Diplomatic Mission in Kazakhstan. The estimated value for the 12-month period of performance.
The program must achieve the following objectives:

Identify existing solutions and emerging technologies to pinpoint, analyze, and counter foreign information manipulation and interference.

Strengthen cooperation and collaboration between diplomatic missions and interagency partners to address adversarial efforts undermining regional stability, security, and prosperity.

Build resiliency in areas vulnerable to foreign propaganda, with an emphasis on safeguarding the use of AI technologies.

Empower partners with innovative solutions that enhance their ability to counter foreign propaganda and increase audience awareness and confidence in accurate, trustworthy information about the United States and its foreign policy.
The program will enable the Office of Public Diplomacy to identify and test a tool capable of systematically assessing weekly trending narratives on TikTok, Telegram, and Instagram within the Kazakh information environment. The solution must assess and evaluate propaganda spreading in Kazakh and Russian languages on popular social media platforms. It should characterize the content, reach, engagement, and impact of trending narratives in digital media. The tool must be accessible via a web browser and require no hardware or software installation on State Department systems.
