The Crawfordsville Board of Public Works and Safety hereby gives notice that it will receive sealed proposals/qualifications for the above described “Project” at the offices of the City Clerk-Treasurer, 300 East Pike Street, Crawfordsville, Indiana 47933 (City Building) until 10:00 a.m. EST and in the Council Chambers at the same address until 10:00 a.m. EST on or before 30 April 2025. No late submission will be accepted. The City of Crawfordsville will not be held responsible for mishandled, late, or lost qualification packages. Email and Facsimile qualifications will NOT be considered unless otherwise authorized.

This RFPQ is intended to select a consultant to assist the City with the management and implementation of the grant-funded environmental assessments, including but not limited to: 1) program management, training support, and Brownfield inventory/prioritization; 2) environmental investigation; 3) clean-up planning; and 4) community outreach and involvement.

All proposals must contain the following: 1) firm name, address and phone number, and a brief description of the firm and its areas of business; 2) name, job title, email, and phone number of primary contact person. Also include proposed staff for the work, including designation of Project Manager. Attach resumes of key staff. Limit to no more than five staff.; 3) name, job title, email, and phone number of primary contact person. Also include proposed staff for the work, including designation of Project Manager—attach resumes of key staff limited to no more than five staff; 4) experience and demonstrated success working with the City of Crawfordsville and/or other communities (up to five) to obtain external funding sources for brownfield investigation/remediation, such as EPA brownfields grants; 5) experience and demonstrated success working with the City of Crawfordsville and/or other communities (up to five) to manage EPA brownfields grants; 6) experience and demonstrated success in working with the City of Crawfordsville and/or other communities (up to five) on long term brownfield redevelopment, including planning, investigations, and remediation; 7) the names and contact information for at least three but not more than five local governmental units, particularly in Indiana, for whom your firm has provided similar services within the past five years; 8) current fee schedule for your firm; and 9) proof of current insurance meeting insurance requirements outlined in the proposal documents. The offeror much execute a non-collusion affidavit as required by the State of Indiana. The proposal envelope must be sealed and have the words “ENVIRONMENTAL SERVICES FOR THE CITY OF CRAWFORDSVILLE, EPA ASSESSMENT GRANT.”

Responses will be evaluated based upon the respondent’s documented ability to satisfy this RFPQ’s requirements. Both the threshold and selection criteria include the following: 1) quality of written proposal (35%); 2) reasonableness of cost/price (25%); 3) familiarity with Crawfordsville and its needs (25%); 4) respondent’s references (10%); and 5) site assessment project expertise and experience (5%).

Questions received after this date will not be answered. Respondents must assure that they have obtained the complete RFPQ document and assume the risk of any errors or omissions in proposals prepared in reliance on incomplete information.
