Purpose



Associated with sources sought FA8526-24R-DR The C-17A Globemaster III Program Office (AFCMC/WLM) is conducting a follow-up SSS to request industry feedback on the C-17 databus recorder system requirements and statement of work and associated data deliverables. The anticipated acquisition strategy is to award a single indefinite delivery indefinite quantity contract to produce test units and provide support during testing performed by C-17 Integrator. After successfully test, the USAF will have 4 years of production pricing with an estimated total quantity of 241 databus systems. There will be associated spare Solid State Drives (SSD), read adapters, and data deliverables as required.



Due to risk, the USAF is looking to include reserve pool of unsuccessful but technically compliant offerors in case of test failure. This pool will be requested will hold their technical proposal for a period estimated to be less than 18 months but allow for updating to pricing in a short period. If the pool is needed, a request for updated pricing will be requested as which time offeror may elect to withdraw their proposal if unable to provide the same technical solution. The USAF will perform a best value analysis as described in the original RFP and amendments.



RFI




  1. Provide comments or questions on any requirement (SRD and SOW) which would require modification to existing databus recorder system. Describe what modifications will need to be made to existing databus recorder.

  2. Please identify any requirement (technical or programmatic) that would be difficult to meet.

  3. Provide any comments or questions on data deliverable requirements located within the statement of work (SOW) paragraph 4.2.3.

  4. Provide ability to execute requirement concerning PDR and CDR support and drawing submission SOW para 4.1.1.

  5. What is your best estimate of production lead time for 12 initial units for testing? Note, the first twelve (12) units will need to meet all SRD requirements listed in attachment named “DBRS SRD_RFI”

  6. What is your quarterly production rate for your databus system?

*** 03 September 2024 - WARRANTY RFI Attachment - The C-17A Globemaster III Program Office (AFCMC/WLM) is conducting a RFI to commercial warranties terms and conditions available for a Line Replaceable Unit (LRU) capable of serving as a Databus recorder system for the C-17 aircraft under sources sought FA8526-24R-DR.

A response for the warranty RFI is required by 11 September 2024.

The C-17A Globemaster III Program Office (AFCMC/WLM) is conducting a SSS to identify potential sources to develop and/or modify a Line Replaceable Unit (LRU) capable of serving as a databus recorder system for the C-17 aircraft.

This Sources Sought Synopsis (SSS) is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for development, qualification, and production of the C-17 Databus Recorder (DR) effort. Industry is encouraged to review technical requirements for the DR expected to be competitively solicited. The level of security clearance and amount of foreign participation in this effort has not been determined. Contractors or institutions responding to this SSS are placed on notice that participation in this questionnaire does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with participation in this SSS.

The C-17 Program Office has a requirement for a system that is capable of capturing all data that is present across all data buses and fuel quantity computers of the C-17 aircraft. The contractor/institution shall provide a form, fit, function LRU hardware solution designed to be in compliance with current Air Force cybersecurity standards.
