Refeed Electrical from Generator Room to ATS #3
Vendor Questions and VA answers in red

CONTRACTOR Q&As #1
Question No. 1: How many days' notice do we need to provide to access the two ER rooms and pipe out of both?

Answer No. 1: Please provide an overall schedule to include the days that you will need access to the rooms as a submittal prior to start of work

Question No. 2: How long can each ER be shut down? And can both be shut down simultaneously, or will they need to be phased down?

Answer No. 2: Please provide an overall schedule to include the days that you will need access to the rooms as a submittal prior to start of work

Question No. 3: Is there a way to coordinate access to the 2 ER Rooms in the same day, shut down the ATS 3, which powers all or most of the hospitals MRI machines, and Panel EGR to tie it all in, in the same week and shut down ATS#3 and the panel feeding it, all in the same week?

Answer No. 3: Part 1: both ER rooms would be able to be closed at the same time, in doing so a barrier would have to be placed at the entrances, as only one tile can be out at a time otherwise.
Part 2: ATS-3 is critical and down time is limited to four hours in total, it can not be down for a week.

Question No. 4: What are the hours we can work, without noise affecting patients with drilling through concrete walls?

Answer No. 4: There is no best time to work. Patient occupancy fluctuates. COR work hours are 7:00am to 1530pm.

Question No. 5: What are the busiest days for MRIS?

Answer No. 5: It varies, as it supports our emergency patients as well as regularly scheduled patients, two weeks notice and coordination will ensure goal is met for outage.

Question No. 6: How long can we shut MRIS down?

Answer No. 6: No more than 4 hours. Provide schedule of work

Question No. 7: Do we need to shut down the Panel EGP, which supplies ATS #3 and features a 225 amp breaker, in order to work on it, or can we work on it while it's live?

Answer No. 7: Panel EGP is only energized when the generator is running, there will be no problem in shutting the main breaker off, located left of the panel in generator control gear, as long as electrical staff is made aware at the time, no notice would be required for this portion of the project.
Question No. 8. Please confirm award contractor will have access to the emergency room during construction.

Answer No. 8: Yes, the contractor will have access to the emergency room, however, the COR will have to badge the contractors in

Question No. 9: Since construction will be performed in an active emergency room, will an ICRA plan be provided to all bidders?

Answer No. 9: Yes an ICRA will be provided to all bidders

Question No. 10: Can the VA specify conduit and wire size/type that needs to be installed?

Answer No. 10: 4) 4/0s 1) #4 ground, in a 2 1/2' or 3 conduit, contractor s choice.

Question No 11: Can an alternate route be considered? Outside above the canopy walkway possibly? This would keep us from having to go through ER areas.

Answer No. 11: Conduit needs to be ran with existing conduits, everything currently ran on the outside is for temporary equipment only, permanent utilities need to be physically secured and away from damage.

Question No. 12: Does the new feeder need to be in place and ready to terminate before we can demo the old feeder? Or can we demo old feeder as we install new feeder?

Answer No. 12: Yes, new feeder needs to be in place prior to demo of existing feeder, providing continuity of backup generator feed serving critical loads and patients.

Question No. 13: Please confirm if we can do all of the install during normal working hours.

Answer No. 13: Normal business hours would be best as this is an emergency room, which never shuts down.
