Request for Proposal 19BR9325R0001 Mission Brazil Areawide CFE Electric Power Support (Brazil-ACEPS)
Attached is a Request for Proposal (RFP) for electric supply services for four (4) US Embassy and consulates site under one contract or more contracts that provide 100% Carbon Pollution-Free Electricity. If you would like to submit a proposal for one or more of the locations listed in the scope of work, follow the instructions in Section 3 of the attached solicitation, complete the required portions of the attached document, and submit it to the email address shown on the Standard Form 1449 (attached).
The U.S. Government intends to award one or more than one contract to responsible company(ies) submitting an acceptable offer at the lowest price. We intend to make award based on the initial proposal, without holding discussions, although the Government may hold discussions with companies in the competitive range if the Contracting Officer determines a need to do so.
The U.S. Government makes no guarantees that an offer will be accepted. U.S. Government reserves the right to decline all offers at its sole discretion. The U.S. Government may or may not invite an applicant into the due diligence and term sheet negotiation process. This request does not constitute an obligation to the U.S. Government to proceed with any vendors or offers.
The virtual pre-proposal conference is the final forum to ask questions regarding the required service and will be held on Monday, December 2, 2024 at 2:00pm (local time) via Teams link included below. Prospective offerors should submit questions to MissionBrazilCFE@state.gov.
Proposals are due by Monday, January 6 at 3:00pm (local time). No proposal will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.
IAW FAR 4.1102(a), offerors are required to be registered in the SAM (System for Award Management) database at https://www.sam.gov at the time of proposal submission. Therefore, offerors are highly encouraged to complete the SAM registration prior to submittal of their proposal. Failure to complete registration will result no further consideration due non-responsiveness to the request for proposal solicitation.
AMENDMENT 01
The U.S. Consulate General Rio de Janeiro will be hosting an OPTIONAL site visit on Wednesday, December 11th at 1:30pm. The purpose of this visit is to tour meter and utility equipment. Prospective offerors should contact MissionBrazilCFE@state.gov by Monday, December 9 at 3:00pm (local time) for additional information and to arrange entry to the building.
