The 23d Contracting Squadron's PKB flight is conducting market research for a one-time service contract to establish a firm-fixed-price contract. MUST BE ON APPROVED VENDORS LIST (attached below) OR HAVE JUSTIFICATION
The 38th RQS requires contracted support for access to facilities and equipment to conduct:
Casualty Evacuation: Must be accomplished with contracted rotary wing assets.
High angle/technical rope rescue: Will include, but is not limited to, movement of casualties using rappels, raises by mechanical advantage, high lines, or any combination of the above.
Extrication: Requires lift/cut tools specific to pararescue units.
Personnel Recovery in a contested environment
Personnel Recovery in an urban environment with collapsed structures
Low visibility operations
Mass Casualty: Must be accomplished with contracted rotary wing assets.
Embassy Evacuation / NEO: To include role players for bystanders/protesters.
Tactical Combat Casualty Care (TCCC) scenario
Ground Assault Force (GAF) operations
Patrolling with reaction to contact
Sensitive item recovery: Includes the requirement for heavy lift in technical terrain.
Requirements Assessment:
The requirements for this contract are uniquely military in nature and do not have a civilian equivalent to replicate or apply the relevant factors for contested environments, threat factors, and Combat Search and Rescue Tactics, Techniques, and Procedures (TTPs).
Responses to this Sources Sought announcement should reference the announcement number and include the following information:
