1.Request for Bid
The Waukee Community School District (Waukee CSD) is seeking qualified Bidders to provide
copy Paper for all schools in Waukee CSD.
As the third-largest School District in Iowa, Waukee Community School District (Waukee CSD)
serves more than 2,600 staff and more than 14,000 students from Clive, Urbandale, Waukee,
and West Des Moines. Waukee CSD is one of Iowa’s fastest-growing School Districts with a
diverse and expanding student and staff population. The District is committed to exceptional
educational opportunities, operational excellence, and strong community partnerships.
Waukee CSD currently purchases its copy paper from Paper Corp/First Choice Distribution.
Paper Deliveries are made every two weeks on Thursdays. Orders are placed by each building by
Tuesday at 5 p.m. for delivery on Thursday.
Waukee CSD may Award multiple bidders to meet the District needs. Waukee CSD does not
guarantee any minimum purchase of requested goods after Award.
2.Contract Term
The initial contract term shall be one (1) years, beginning on Award Date and ending on
February 28, 2027, with an option for up to four (4) one(1) year renewals by mutual agreement.

3.4Notification of Intent to Award
After responses are evaluated, a Notification of Intent to Award (NOIA) and bid
tabulation will be sent via email of the Waukee CSD’s decision to all Bidders.
3.5 Bid Submission:
Bids are due February 10, 2026 at 2:00 PM CST. Bids shall be submitted electronically via
email to jjanssen@waukeeschools.org as outlined below, prior to the Bid deadline. Bids
should be signed by an authorized individual to bind the firm, and shall be valid for at
least sixty (60) days.
Please mark your email bids: "RFB WSCD-25-024 Paper”. The school district reserves the
right to reject any and all bids and to accept the bid deemed to be in the best interest of
the school district in its sole and absolute discretion.
3.6Public Records and Requests for Confidential Treatment
Waukee CSD shall treat all information submitted by Bidder as public records unless the
Bidder properly requests that specific parts of the Bid be treated as confidential at the
time of submitting the Bid AND the information is confidential under Iowa or other
applicable law. Waukee CSD’s release of public records is governed by Iowa Code
Chapter 22. Bidders are encouraged to familiarize themselves with Chapter 22 before
submitting a Bid. Waukee CSD will copy and produce public records as required to
comply with Chapter 22 or other applicable laws.

4.Scope of Work
4.1Bidders shall provide paper that meets or exceeds the following specifications:
4.1.1Copy Paper
●​ Size: 8.5" x 11" (Letter)
●​ Basis Weight: 20 lb.
●​ Brightness: Minimum 92
●​ Color: White
●​ Packaging: 10-ream cases, 500 sheets per ream
4.1.2 Additional Paper Types
The District is requesting pricing for additional paper categories, including but
not limited to:
●​ 8.5" x 14" (Legal).
●​ 11" x 17" (Tabloid).
●​ Color copy paper (various weights and colors).
●​ Card stock (various weights and colors).
●​ Specialty papers used for instructional, printing, or art applications.
4.2For each category, Bidders must specify:
●​ Weight.
●​ Brightness.
●​ Finish.
●​ Packaging details.
4.3Quality Requirements
4.3.1Paper must be free of dust, streaks, wrinkles, and defects that could interfere
with copier or printer performance.
4.3.2Paper must be compatible with high-speed copiers, and printers commonly used
across the District.
4.3.3Bidders may be required to submit samples at no cost for evaluation before
award.
4.4 Estimated Annual Usage
The last three years of Waukee CSD usage are provided to Bidders in Exhibit A-Waukee
CSD Historical Use Paper Spend for bidding purposes. These quantities are not
guaranteed but represent the District’s best projection. The District reserves the right to
purchase more or less based on annual needs.

4.5 Delivery Requirements
4.5.1
Deliveries must be made to multiple school buildings and administrative
facilities within the District. A list of delivery locations and specific requirements
is provided in Exhibit B-RFB WSCD-25-25 Waukee Community School District
Locations.
4.5.2Standard delivery hours: Monday - Friday 7:30 AM CT- 3:30 PM CT.
4.5.3Orders must be delivered within [3] three business days of purchase order
issuance unless otherwise agreed.
4.5.4All shipments must be clearly labeled with product type, quantity, and purchase
order number.
4.5.5Bidder is responsible for unloading materials at each site.
4.6 Pricing
4.6.1Bidders shall supply firm, fixed pricing for the entire contract term.
4.6.2Pricing must include all costs associated with delivery, freight, fuel, handling, and
any other surcharges.
4.6.3Any optional volume discounts, early-payment discounts, or tiered pricing must
be clearly stated.
4.7Substitutions
4.7.1Substitutions are not permitted without prior written approval from the District.
4.7.2Approved substitutes must be equal to or better than the originally specified
product.
4.8Compliance and Certifications
Bidders must comply with applicable federal, state, and local regulations, including but
not limited to:
4.8.1Sustainable Forestry certifications (FSC, SFI, or equivalent) where applicable
4.8.2EPA standards for recycled content (if bidding recycled products)
4.8.3OSHA delivery and handling requirements
