I. Introduction & Background
United Way of the Midlands (UWM) is soliciting proposals on behalf of Community Partners of the
Midlands (WellPartners), a free dental and eye clinic owned and operated by UWM.
Mission. At WellPartners, our mission is to provide patient centric, high-quality dental and eye care
to underserved communities without discrimination. We provide a compassionate environment where
every patient receives personalized attention and education to achieve and maintain dental and eye
health.
Relocation Project. WellPartners’ two existing clinic sites will be consolidated into one location at
the newly announced Family Services Center, 440 Columbia Mall Boulevard, Columbia, SC,
remaining co-located with other Richland County services. The County will continue in-kind space
and cover a significant portion of upfit costs; WellPartners is responsible for relocating the clinic,
replacing non-transferable equipment, and ensuring continuity of services for patients.
II. Scope of Work
The selected contractor will provide plumbing services to support the relocation of WellPartners from
its existing facility to the new Family Services Center.
Work includes the following:
Existing Location – 2000 Hampton Street, Columbia, SC 29204
- Cap and unhook all water, drain, and air/vacuum pipes serving twelve (12) dental exam rooms.
New Location – 440 Columbia Mall Boulevard, Columbia, SC
- Connect all water, drain, air, and vacuum lines for twelve (12) dental exam rooms.
- Cap off core openings for two (2) unused dental rooms.
- Plumbing scope is specific to: dental chair, treatment console, and sinks in the doctor side
console and assistant side console.
General Requirements
- Contractor shall provide all materials, equipment, labor, and supervision necessary to
complete the work.
- Work must comply with all applicable building codes, OSHA standards, and local permitting
requirements.
- The project is subject to Davis-Bacon wage rates and certified payroll reporting.

- Contractor shall coordinate with UWM and other trades to ensure proper sequencing of work.
- All work must be completed between December 26, 2026 and January 2027.

Deadline: Friday, November 14, 2025, 4 pm EST. Late proposals will not be considered.
Your proposal should include:
1. Company profile and qualifications (include relevant commercial/dental plumbing experience).
2. Detailed work plan, including estimated labor and material costs.
3. Schedule /confirm ability to meet required December/January timeline.
4. Description of prior experience with Davis-Bacon and CDBG-funded projects.
5. Proof of required licenses, insurance, and bonding capacity.

receipt; if you do not receive confirmation within one business day, resend before the deadline.
IV. Questions & Clarifications
• All questions must be submitted by email only to CMoyer@uway.org no later than Friday, October
17, 2025.
• Responses (if any) will be shared uniformly with all prospective vendors by posting on the United
Way of the Midlands website.
• Phone calls are not permitted.
V. Evaluation Criteria
• Cost competitiveness – 30%
• Relevant experience and qualifications – 25%
• Ability to meet schedule – 20%
• Compliance with federal requirements – 15%
• MWBE participation – 10%
VI. Federal Compliance Requirements
This procurement is funded in whole or in part by the Community Development Block Grant (CDBG)
program. The contractor must comply with all applicable requirements, including but not limited to:
• 2 CFR 200 (Uniform Guidance) procurement standards
• 24 CFR 570 (CDBG requirements)
• Davis-Bacon Act (DBA)
• Build America, Buy America (BABA) applies to covered materials and equipment.
• Non-debarment: verification via SAM.gov prior to award.

Certified payrolls and compliance documentation must be submitted prior to final payment.
VII. Reservation of Rights
United Way of the Midlands reserves the right to reject any or all proposals, waive minor irregularities,
request clarifications, and award in the best interest of WellPartners and the community.
