SSRL 10S Alcove Shielding Replacement – Build portion of Design-Bid-Build



The SLAC National Accelerator Laboratory (SLAC) is a U.S. Department of Energy, Office of Science (SC) laboratory that supports a large national and international community of scientific users performing cutting-edge research in support of the Department’s mission.



Minimum Qualifications




  • The Offeror’s General Contractor’s license has not been revoked within the past five (5) years.

  • The Offeror’s company has not been debarred within the past five (5) years from working on any U.S. government contracts/subcontracts.

  • Neither the Offeror’s firm, nor any of its owners or officers have been convicted of a crime involving the awarding of the contract of a government (U.S. Federal, State, and City) construction project, or the bidding or performance of a government contract.

  • Offeror must have an established local office for a minimum of 2 years in the San Francisco Bay Area. The San Francisco Bay Area is defined as the following 10 counties: Santa Clara, San Mateo, San Francisco, Alameda, Contra Costa, Marin, Napa, Sonoma, Solano, and Santa Cruz Counties

  • The Offeror must list any U.S. projects within the past five (5) years that have been terminated for default. The Offeror’s company cannot have any U.S. projects within the past five (5) years that have been terminated for default.

  • The Offeror must have previous experience working at Department of Energy (DOE) and/or Department of Defense (DOD) Facilities





Scope



The SSRL 10S Alcove Shielding Replacement project consists of demolition and reconstruction of the concrete shielding structure at the 10S straight section of the SPEAR ring to:




  • Accommodate a new insertion device.

  • Enable out-of-alcove beam extraction.

  • Bring shielding structures up to current seismic and DOE 420.1C requirements.

  • Prepare the alcove for future beamline installation.



All construction must occur during the 2026 SSRL summer shutdown (July 2026 – September 2026) to avoid impact to ongoing SPEAR operations.



Project consists of the modification and reconstruction of the existing SSRL 10S Alcove section to support installation of a new insertion device for the SPEAR ring. The project will expand the current alcove footprint using new cast-in-place concrete shielding walls and removable roof blocks and aligning the area with current seismic and structural design standards. Major project elements include: Structural & Shielding Work: Demolition of existing concrete walls, ceiling panels, and roof shielding blocks, followed by construction of new cast-in-place concrete shielding walls and removable roof blocks designed to meet current seismic criteria.



Increased alcove footprint and ceiling height to accommodate the upcoming insertion device and required operational clearances. Integration of new embedded steel and support elements within the shielding walls for future utilities, cable routing, and safety system installations.



Construction and installation of a new concrete rolling block door to maintain radiation shielding and allow equipment access. Waterproofing of roof-block gaps and flashing at modified exterior interfaces.



Electrical Systems: Modification and relocation of existing electrical systems, including power distribution, lighting, and backup generator connections. Temporary generator installation, if required, to maintain operations during the period in which the existing generator must be removed for construction access. Removal of all existing alcove lighting during demolition and reinstallation of new lighting after the expansion is complete. Relocation or temporary storage of utilities to maintain service continuity during construction.



Architectural & Building Modifications: Minor exterior and interior architectural modifications to Building 131 to support access to the shielding enclosure and accommodate changes in shielding wall and roof elevation. Removal of an existing door and infill of the wall with materials matching existing adjacent conditions.



Protection of the experimental floor, SPEAR ring components, and all exposed SSRL equipment during construction activities. Safety & Fire Systems: Removal and relocation of the red manual fire alarm pull station currently located inside the existing alcove door, to be reinstalled per code after reconstruction.



Coordination with SLAC Fire Marshal and SSRL safety groups to ensure all life-safety systems remain compliant during phased construction.
