Project Description: Request for Quotes (RFQ)
Sealed quotes for the Willow Street Park Playground Replacement will be received online via the PennBid Program by the Schuylkill County Controller until 9:00 AM (prevailing time) on Wednesday, June 11, 2025 at which time they will be publicly opened. Bids will be announced at the Commissioners Board Meeting on June 11, 2025, scheduled for 6:00 PM with a tentative award date of Wednesday, June 25, 2025. Results will be available online at https://PennBid.bonfirehub.com following the workshop.
The project includes quotation for site plan, equipment and installation of swing set, zip line, merry-go-round/spinner and stand alone structures to be procured and installed for an 8,052 square foot existing playground serving children 5-12 with a capacity of 45-70 children. The park is located at Willow Street in the Borough of Schuylkill Haven, Schuylkill County.
A pre-bid meeting will be held on June 5, 2025, at 10:00 am at the Willow Street Park, Schuylkill Haven, PA 17972. Attendance is encouraged but not mandatory.
The particular items of work for the contract are identified more specifically in the RFQ. The entire project will be awarded to one (1) vendor.

A certified check or bank draft, payable to the order of the County of Schuylkill or a satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security.
Attention is called to the fact that no less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, ancestry, national origin, or handicap.
CDBG Funds will be used for this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to these contracts. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation and related matters. Documentation of such solicitations and commitments shall be submitted concurrently with the bid (Form DCED-CCD-286). Failure to submit this form will render the bid non-responsive and therefore result in rejection of the bid.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations, and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
Contractor and its subcontractor(s) shall comply with Federal and Commonwealth of Pennsylvania requirements under “Megan’s Law” in hiring or employing personnel to perform work in this project.
The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. However, the award of the contracts may be delayed by required approval of another government agency or closing on the project funding loans. Owner shall reject all bids or award to the lowest responsive and responsible bidder within 120 days of the bid opening.
