REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT - The Government is issuing this RFI/sources sought announcement as part of a market research effort on behalf of The Secretary of the Air Force, Administrative Assistant’s Concepts, Development, and Management Office - Directorate of Research and Analytics (SAF/CDM/CDMR) Combatant Command Intelligence – Enterprise Management Support Office (CCI-EMSO) and is seeking information for market research purposes relative to capabilities available to support capabilities to support CDM in Joint Targeting Intelligence Modernization (JTIM) lead integrator.



The purpose and objective of this announcement is to find experience in the following:




  • Hands-on knowledge and experience in DevSecOps platforms, including but not limited to those offered by commercial vendors such as Amazon Web Services.

  • Systems Engineering experience that spans multiple domains, including but not limited to ISR, Targeting, Object Based Intelligence.

  • Engineering research projects that attest to competence in related areas.

  • Solution Architecture and Database Engineering in mission critical areas.

  • Over The Horizon Radar (OTHR) expertise.

  • Prior knowledge of Intelligence, Surveillance and Reconnaissance (ISR), coupled with domain knowledge of joint targeting lifecycle (JTC) experience.

  • In-depth knowledges of the JTIM FOS capabilities and requirements, to include Coalition Intelligence Systems

  • In-depth knowledge of the Key Performance Measures, Operational, System, High Level Requirements and Derived Low Level Requirement requirements that make up the JTIM FOS

  • Informent Exchange Requirements internal and external to the JTIM FOS

  • Expert DoD and Intelligence Community system architecture, systems and system integration



Specific Requirements



Experience and ability to perform the following tasks:




  1. Design, develop, troubleshoot, and analyze JTIM family of systems information and systems as defined by the government.

  2. Perform JTIM family of systems and enterprise architecture; select and integrate appropriate development and support tools to insure timely and effective delivery to the stakeholders of key architecture findings.

  3. Investigate, identify and resolve issues logged internally by QA and end users.

  4. Develop and maintain documentation including MSRs, meeting notes, etc.





This RFI also seeks high-level capabilities, as related to joint targeting, in the following:






    • System Engineering-

    • System Integration and Test Support

    • System Migration Support

    • Coalition Sharing







Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as “white paper”). This white paper should not exceed 20 pages written (Times New Roman, 12 font) or MS PowerPoint slides, (excluding supporting information such as commercial literature, catalogues, manuals, vendor’s current equipment list, etc.), with an executive summary (one page or less) on their capabilities. A draft Performance Work Statement is provided to aid interested sources in understanding the scope of work that may be executed under this potential procurement.



This announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U. S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Any information provided that is marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. The Government may elect to visit, or host a visit, from any potential sources following the market survey.

Acknowledgement of receipt of responses will not be made, nor will respondents be notified of CCI-EMSO’s view of the information received. All information provided becomes U.S. Air Force property and will not be returned.
