Purpose
The City of Citrus Heights (“City’) is soliciting qualifications from licensed real estate brokers/firms
(“Respondents”) to provide professional realtor services for the marketing and sale of one City-
owned residential property located at 7859 Casa Bella Way, Citrus Heights CA, 95621.
The City
The City incorporated as a General Law city with a Council/Manager form of government in
January 1997. It is located approximately 10 miles east of downtown Sacramento on Interstate 80
between Sacramento and Roseville, California. The City has a population of approximately 88,000
residents in a 14 square mile area in a mature, urbanized community estimated to be approximately
97% built out.
The City currently employs over 210 full-time employees providing services in the areas of
community development, general services, general administration, economic development, finance
and police services. Citrus Heights is not a full-service city. Various special districts within Citrus
Heights provide such services as water, fire, schools, and parks & recreation. The City Council
priorities include maintain and enhance fiscal stability while supporting operational excellence,
maintain public infrastructure and enhance all modes of transportation, diversify for a vibrant
economy, preserve and enhance public safety, and enhance community vibrancy and engagement.

Project Background
The City seeks a qualified broker with demonstrated experience selling residential properties in the
Citrus Heights, California area, including representing public entities, understanding public-sector
transparency requirements, and managing sales involving publicly-owned property. The scope will
be for assistance to sell one single family home currently owned by the City.
It is the intent of this RFQ to result in a Listing Agreement with the selected respondent to provide
real estate services as outlined herein.
Scope of Work
The selected broker shall perform, at minimum, the following services:
1. Pre-Listing Activities
o Inspect the property and provide recommendations for market readiness.
o Prepare a Comparative Market Analysis (CMA).
o Recommend an appropriate listing price.
o Advise on disclosures applicable to public agencies.
2. Marketing
o Prepare and implement a marketing plan, including MLS listing, property
signage, photography, digital and hard copy advertising, and outreach to potential
buyers.
o Coordinate and conduct open houses and private showings.
o Provide monthly marketing activity reports to the Agency.
3. Transaction Management
o Solicit, receive, and present all purchase offers.
o Advise the Agency on offer evaluation and negotiation strategy.
o Coordinate inspections, appraisals, and due-diligence activities.
o Assist in preparation of counter offers and required disclosures.
o Manage the transaction through escrow to closing.
4. Compliance
o Adhere to all applicable California laws and real estate regulations.
o Observe all conflict-of-interest requirements (e.g., Political Reform Act).
o Maintain confidentiality of Agency information.
5. Post-Sale Deliverables
o Provide closing statements and transaction documents.
Subject Property
The City of Citrus Heights is the current property owner of the real property at 7859 Casa Bella
Way, Citrus Heights CA, 95621 (APN # 211-0670-068-0000). The property is an existing single-
family residence constructed in 1979. The single story, 1,604 square foot property includes 4-
bedrooms and two baths as well as a two-car garage. The 6,600 square foot property is Zoned RD-

Mandatory Site Visit
A mandatory site visit will be conducted for all prospective respondents. Attendance at the site
visit is required for a response to be considered responsive to this RFQ.
Date: January 21, 2026
Time: Between 1:00 PM and 4:00 PM (drop-in window)
Location: 7859 Casa Bella Way, Citrus Heights, CA 95621
Respondents may arrive at any time during the scheduled window. City staff will be present to
allow access to the property and to verify attendance.
Attendance will be documented via a sign-in sheet. Only firms or independent agents that have
signed in will be eligible to submit a response. Failure to attend the mandatory site visit will result in
disqualification of the RFQ submittal.
The purpose of the site visit is to allow respondents to familiarize themselves with the property
conditions and any observable constraints. No oral statements, explanations, or representations
made during the site visit shall be binding on the City. Questions may be asked during the site visit
for general clarification; however, any substantive questions or requests for interpretation must be
submitted in writing in accordance with the RFQ “Questions” section.
Respondents are encouraged, but not required, to notify the City by email to
generalservices@citrusheights.net and rcave@citrusheights.net of their intent to attend the site visit
no later than January 16, 2026.
Surplus Land Act Finding
The property is subject to a finding that the property is exempt from the Surplus Land Acts by
the State of California Housing and Community Development Department. Listing, sale and
similar milestones may not take place until such time the exemption is certified, anticipated mid-
February 2026.
RFQ Submittal Format
Reponses must including the following:
1. Cover Letter
• Firm name, address, contact person, email, and phone
• Statement of interest
• Certification of no conflicts of interest
2. Firm Qualifications & Experience
• Summary of relevant experience, especially with public-sector clients
• List of at least three comparable residential property sales within the last 3 years

3. Project Team
• Names, titles, and qualifications of staff who will be assigned
• Copy of broker license(s)
4. Marketing Strategy
• Preliminary plan for marketing the subject property
• Proposed timeline
5. Commission Proposal
• Proposed commission rate or fee structure
• Any additional costs or reimbursables
• Sample Listing Agreement
6. References
• Reference list, including at least three applicable references. Include name, title
and contact information for each reference, as well as a brief description of the
specific services provided.
7. Mandatory Site Visit Verification
• Acknowledgement of attendance at the mandatory site visit (attendance will be
verified by City sign-in records)
Evaluation Criteria
Selection of a broker/firm shall be made based on the following criteria. Only responses
determined to be responsive the RFQ will be scored.
Responses submitted by firms that did not attend the mandatory site visit shall be deemed non-
responsive and will not be evaluated.
1. Completeness of response to RFQ as outlined in this solicitation (10 Points)
2. Ability of the applicant to meet or exceed the requirements defined in the RFQ (25 Points)
3. Experience, qualifications and references (25 Points)
4. Knowledge of local and regional real estate market (35 Points)
5. Fee schedule (5 Points)
