Request for Proposals for Professional Engineering and Environmental Services for the Highway 101 Bicycle and Pedestrian Overcrossing, Federal Project Number CML-5379(027), City Project No. CIP2202

The City of Rohnert Park (City) Public Works Department invites proposals from qualified individuals or firms (Respondents) to provide services for the Project Approval and Environmental Document (PA&ED) and Plans, Specifications and Estimate (PS&E) phase for the proposed Highway 101 Bicycle and Pedestrian Overcrossing Project (Project), City Project Identification Number CIP2202. The Project utilizes Measure M funds through the Sonoma County Transportation Authority and CMAQ-T6-OBAG3-CO federal funds through the Federal Highways Administration, administered through California Department of Transportation (Caltrans). The use of federal funds for the PA& ED and PS&E phases of this Project subject it to Disadvantaged Business Enterprise (DBE) requirements. The City has determined that the DBE Goal for the proposed services for this phase of the Project is 21%. In accordance with the E-76 approval from Caltrans, the completion of the PA&ED and PS&E phases will be no later than the Caltrans project end date of December 15, 2028. The City is requiring the selected consultant to be complete with these phases by September 15, 2028.

Mandatory interviews will be conducted after proposal submittal, date to be determined. The Consultant Services Agreement is estimated to be awarded June 24, 2025 with the estimated start date of July 1, 2025.
