Notice of Intent to Sole Source Follow-on Inyo California Towhee 2025/26 Surveys

This is a Sole Source Notic in accordance with FAR 52.207-(c)(15)

The Bureau of Land Management (BLM) Eagle Lake Field Office (ELFO) intends to purchase on a sole source basis the complete a follow-on requirement to a targeted survey of federally listed Inyo California Towhee (Melozone crissalis eremophilus) on Bureau of Land Management (BLM) lands. Work performed under this PWS will support continued management of this species in accordance with the Endangered Species Act (ESA), the National Environmental Policy Act, and Sikes Act. This survey effort is consistent with the applicable land use plans (California Desert Conservation Act (CDCA), as amended) and will reflect management and study methods developed for Inyo California towhee in coordination with the U.S. Fish & Wildlife Service (USFWS) and other stakeholders. The purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1 (b)(1) and pursuant to FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

This requirement is a follow-on to 140L1224P0014, that was recently completed. Using this sole source contractor will allow data being provided to BLM to be consistently collected and compiled with these past data collection efforts. The awarded contract will be between 05/01/2025 through 09/30/2026. A firm fixed price contract is anticipated.

This notice is not a request for competitive quotes and is not a solicitation or request for offers. No solicitation package is available. A determination by the government not to compete this proposed contract lies solely within the discretion of the Government. Firms believing, they have the capability to provide the services must send that information in writing and must show clear and convincing evidence that it can provide the services. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
