This Performance Work Statement (PWS) describes the requirement to provide non-sewer portable latrines and hand wash stations and related services in support of the training facilities at various sites within the boundaries of the National Training Center (NTC) and surrounding areas of Fort Irwin, California. Specifically, latrines and hand wash stations shall be placed throughout the entire NTC, Barstow/Daggett, Marine Corps Logistics Base (MCLB) Yermo, and the Southern California Logistics Airport (SCLA) located in Victorville, California.
Desert sand colored latrines and hand wash stations are required in keeping with the desert background which aids in making the training environment as realistic as possible and does not present a distraction. Desert terrain conditions consist of open areas, mountain ranges, valleys and hills. In many areas the terrain is rough and there are no paved roads outside of the main cantonment area. Temperatures average from a summer high of 120 degrees Fahrenheit to a low in winter of 37 degrees Fahrenheit. Average precipitation is 4 to 6 inches per year. High severe winds are common.
The contractor shall provide non-sewer portable latrines and hand wash stations and related services in support of the training areas & facilities at various sites within the training areas described. Services will include delivery, setup, daily servicing, relocation, repair, and removal of contractor provided equipment. Latrines and hand wash stations in usage areas are to be in fully serviceable condition at all times. Historically the ratio of latrines has been 1 latrine for every 25 males or 18 females. Hand wash stations have been approximately 1 for every 10 latrines. The combined requirement is usually 700-1500 units per any given period of time.

NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR QUOTE (RFQ) OR INVITATION FOR BID (IFB) OR RFP, IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.
If your organization has the potential capacity to perform these contract services, please provide the following information:
1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and
2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

Eligibility: The applicable NAICS code for this requirement is 562991 with a Small Business Size Standard of $9 Million. The Product Service Code is W085. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.
Instructions to Interested Parties. Interested parties are requested to submit a capabilities statement in either Microsoft Word or Portable Document Format (PDF). Responses to this request must be submitted no later than 12:00 p.m., Pacific Time, on 24 April 2025 to be considered. At this time, the Government will not acknowledge questions concerning the DRAFT PWS; however, interested firms are encouraged to submit comments about the PWS. The Government will not post responses or answers to submitted comments, questions, or recommendations. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
