The Harrison County School District Board of Education will accept quotes for EL Language Service Plan Virtual Storehouse with Monitoring & Resources for the 2025-2026 school year.  All quotes must be submitted to Melissa Garrison via email by June 27, 2025, by 11am CST. Quotes will be awarded no later than July 28, 2025.
Purpose

The purpose of this Request for Proposal (RFP) is to obtain quotations for an EL Language Service Plan Virtual Storehouse with Monitoring & Resources.

Scope of Services
The program services will include but are not limited to:
Online platform that will provide a virtual storehouse for EL Language Service Plans, a means to monitor students that have exited to “monitor status,” and other resources to help the district administer the EL program (sample letters home, videos for teachers/students, graphic organizers/printable resources, etc.);
Compatible with the district’s SIS package (PowerSchool);
Aligned to Mississippi’s ELPT and EL standards;
Document student needs, annual goals and current EL services;
Provide Mississippi’s template for the EL Language Service Plan;
Provide information on the student’s proficiency levels in the areas for listening, speaking, reading, and writing of English Language;
Provide compliance communications;
Provide charts, reports, graphs that allow teachers to see the progression of student acquisition of the English Language;
Addresses federally mandated four-year monitoring period after an EL student moves out of the EL program;
Company should keep all personally identifiable information private and appropriate for school district use only, FERPA and PII compliant;
Must have enough data (i.e., effect size) to prove efficacy;
Must have evidence-based research to comply with the Every Student Succeeds Act (ESSA);
Product should offer professional development (optional purchase);
Provide administration with reports of professional development consultant’s actions, observations, and suggestions IF professional development is “in person”;

Minimum Qualifications
Be a vendor in good standing with local, state, and federal governments;
Be a vendor that has a reputable history of providing quality products;
Provide a product that is aligned with the Mississippi English Learner Proficiency Test (ELPT) standards;

Selection Process
Quotes will be evaluated based on the scope of services, experience, favorable references, services available, and familiarity with the Harrison County School District.
