W912P825R0029 – Contractor/Concessionaire Contract for Food & Beverage Operations at The U.S. Army Corps Of Engineers, New Orleans District

This solicitation will be issued as a 100% small business set-aside. The NAICS code for this procurement is 722310.

The work consists of establishing and operating a food service facility as described herein for the purpose of providing food, nonalcoholic beverages, and such other items as may be authorized by the U.S. Army Corps of Engineers (USACE or Government) through its Contracting Officer (CO) in accordance with the terms and conditions of this Contractor/Concessionaire Contract for Food & Beverage Operations (Contract). The Contractor/Concessionaire shall provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided in the SOW); and shall plan, schedule, coordinate and assure effective performance of all services described herein. THIS IS A NO COST CONTRACT. THE CONTRACTOR/CONCESSIONAIRE SHALL PAY TO THE RESERVE ACCOUNT ONE PERCENT (1%) OF THE CONTRACTOR/CONCESSIONAIRE’S GROSS INCOME EACH MONTH TO THE RESERVE ACCOUNT.

The contract shall be solicited as a 1-year base contract, with the possibility of four (4) 1-year options and one (1) 6-month extension, for a potential total of five (5) years and six (6) months. The requirement is being issued as a 100% Small Business Set-Aside under Request for Proposal (RFP) No. W912P825R0029 and is being procured as a NO-COST contract. The designated NAICS code is 722310 with a small business size standard of $47,000,000.00. This solicitation will be issued on or about 08 July 2025 with a due date for bids will be established in the solicitation posted on SAM.gov.

IAW the Randolph Sheppard Act (RSA), the State Licensing Agency (SLA) shall be invited to respond to this RFP. Should the SLA submit a proposal, and that proposal is determined to be technically comparable to other offers; menu prices have been determined to be fair and reasonable; and, SLA's proposal would have a reasonable chance of being selected for final award; then, the SLA will be afforded priority consideration.

A PRE-PROPOSAL CONFERENCE AND SITE VISIT WILL BE ANNOUNCED AT A LATER DATE. NO OTHER SITE VISITS WILL BE SCHEDULED AFTER THIS DATE. POC INFORMATION WILL BE PROVIDED IN THE RFP.

When posted, the solicitation will be available free of charge by electronic posting only and may be found on the System of Award Management System (SAM) website, https://sam.gov. Paper copies of the solicitation will not be issued. Therefore, telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Contractors must register at the SAM website at https://www.sam.gov to download the solicitation for this project. If/when issued, Amendments will be posted to the above-referenced website for electronic downloading. This will be the only method of distributing amendments before closing; therefore, the Bidders must check the website periodically for any amendments to the solicitation.

Bidders shall maintain an active registration in the System for Award Management (SAM) database at https://www.sam.gov to be eligible for a Government contract award. If a bidder is not actively and successfully registered in the SAM database at the time of award, the Government reserves the right to award to the next prospective bidder.
