Description

The Defense Logistics Agency-Aberdeen, on behalf of the Army Integrated Logistics Supply Center (ILSC) – Supply Chain Management Directorate (SCMD) – Strategic Sourcing Directorate (SSD), intends to acquire Parts and Services to support the Husky Mounted Detection System (HMDS) through a 10-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract or contracts.





Requirements Description:





The HMDS is a critical system used for detecting and neutralizing explosive threats. The system includes various parts and components that contribute to its functionality, including sensors, detection equipment, and support hardware. This contract will allow the Government to continue proprietary and non-proprietary procurement of technical, integrated product support, sustainment, product & quality assurance, program management services, and incidental hardware requirements. This action will allow for continued procurement of HMDS 6B production of spare and repair parts, and limited OEM-specific/proprietary services. This proposed contract will serve as the comprehensive solution to satisfy requirements for continued production of HMDS 6B spare and repair parts and sustainment for the Army’s Quick Reaction Capability (QRC) and Program of Record (POR) fleets through FY47.





The Government does not possess the technical data package (TDP) for the parts.





Previous Firm Fixed Price (FFP) contract W909MY-18-D-0014 with Chemring, Sensors and Electronic Systems (CSES), formerly Non-Intrusive Inspection Technology Inc. (NIITEK), 23031 Ladbrook Drive, Dulles, VA.

We request that sources who can manufacture the listed parts or services to submit information to show their capability to manufacture or supply the same or similar parts/services. At a minimum the support information you submit should include, but is not limited to, the following types of documentation: Questionnaire, drawings, test results, information on previous Government and commercial contracts, data rights, etc.

The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
