AMENDMENT 1
Prospective Offeror(s):
Kindly refer to our Request for Proposal 004-2026, Physical Therapy (PT) Direct or Teletherapy, and Consultation Services for
Students with Disabilities, a copy of which was obtained by your company for consideration.
As per Section 3, para 3.1.12, see below questions from Offeror's and Responses from GDOE.
1. Physical Therapy Hours
Please confirm the correct estimated annual direct service hours for PT.
The PT RFP lists 92 students at up to 12 hours per year, which equals 1,104 hours. It also says "Estimated Total Direct
Hours: 60 hours minimum."
Which number should we use for planning, staffing, and pricing?
GDOE RESPONSE: Total will be 900 hours for the existing 92 students, as per their IEPs. Hours added for pending initial
evaluations and re-evaluations.
2. Hours and Billable Services
Do the estimated annual direct service hours include only completed therapy sessions?
Please confirm whether planning, consultation, documentation, IEP meetings, evaluations, reports, make-up sessions,
and coordination are included in those hours.
GDOE RESPONSE: All that will be included in the 900 hours.
3. Service Start Date
When does GDOE anticipate services will start?
GDOE RESPONSE: Upon issuance of an Executed Contract Agreement and a Purchase Order.
4. Teletherapy Support
Will GDOE provide on-site support staff or facilitators for students receiving teletherapy, such as e-helpers? This person
helps arrange attendance and logging into the system.
If not, is the contractor expected to provide or coordinate that support?
GDOE RESPONSE: E-helpers will be provided.

5. Originals and Electronic Copies
The RFP requires one original, five copies, and two electronic copies on CD or USB. If the vendor sends signed/notarized
PDF documents to a Guam print vendor, will GDOE accept the printed hard copy as the required "original"?
GDOE RESPONSE: Please refer to 3.1.2 and 3.1.3.
6. Submission Proof
Will GDOE provide a delivery receipt or timestamped proof when the proposal is submitted?
GDOE RESPONSE: Yes.
7. Price
Please confirm how cost/price will be considered. Will it be scored as part of the evaluation, reviewed after technical
ranking, or used during negotiations?
GDOE RESPONSE: Please refer to 3.2.4.
