Sources Sought Announcement for
FY19-20 Family Housing Improvements Baumholder
The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement.
1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU)
2. NAICS: 23611 Residential Building Construction
3. PLACE OF PERFORMANCE: Germany, Baumholder
4. ANTICIPATED PROJECT TITLE: CTC FY19-20 Family Housing Improvements
5. ACQUISITION INFORMATION: USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of rightsizing 66 Army Family Housing units across five buildings using design-build procedures. The magnitude of construction is between $25,000,000 and $100,000,000.
The construction completion period is anticipated to be 1,325 calendar days after the contractor receives the Notice to Proceed.
This acquisition will be solicited for full and open competition (unrestricted). Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS).
6. PROJECT DESCRIPTION: The project involves revitalizing 66 Army Family Housing units across five buildings by reconfiguring and renovating inadequate apartments. Key upgrades include modernizing kitchens, bathrooms, electrical, and mechanical systems, adding balconies, private laundry rooms, and elevators, and improving force protection, energy efficiency, and accessibility. Exterior improvements cover roofing, insulation, drainage, and recreational amenities. The project meets sustainability standards and addresses hazardous materials like asbestos and lead-based paint.
7. SUBMISSIONS: Responses to this Sources Sought notice shall be limited to five pages and shall include the following information:
Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation.
