    Dear Contractor:
    The County of Monroe is soliciting proposals to provide snow removal and de-icing services at
    County facilities, parking lots, and the Monroe Loop Trail; a multi-use 10 feet wide trail. Services
    are scheduled to begin for the winter 2026-2027 season at the first snowfall. The initial contract
    term will be for a period of three (3) years with an option to renew as mutually agreeable. Interested
    and qualified contractors should review the requirements outlined within this Request for Proposal.
    Snow removal sites are separated into three (3) groups as outlined in this Request for Proposal.
    Contractors may submit bid pricing for either a single group or multiple groups of sites. The
    County may award a single contract for all sites or separate contracts to multiple contractors on a
    per group basis.
    Contractors shall submit proposals using the Proposal Form included with this Request for
    Proposal. The final date to submit proposals is Friday, September 18, 2026 at 4:00 PM Eastern
    Time. Proposals may be submitted using either of the following methods:
    1. Hard Paper Copy: Submit proposals by U.S. mail, courier service or personal delivery to
    Monroe County Finance Department, 2nd Floor, 125 East Second Street, Monroe,
    Michigan 48161-2197. Proposals must be delivered in sealed envelopes and clearly marked
    "Sealed Proposal for Snow Removal RFP" so that no error in opening may occur.
    2. Email: Submit proposals via email as a separate Microsoft Word or PDF document
    attachment to rfp@monroemi.org. Indicate in the email subject line "Sealed Proposal for
    Snow Removal RFP" so that no error in opening may occur.
    The County of Monroe reserves the right to accept or reject any and all proposals, to waive any
    irregularities, and to make an award that it has determined to be in the best interest of the County.

    SNOW REMOVAL SERVICES RFP
    1. Project Overview
    The County of Monroe ("County") is soliciting proposals to provide all labor, materials,
    equipment, supervision, and any other tasks involved in the clearing of snow, ice, and slush
    accumulations and application of salt as needed to ensure a safe surface during winter weather
    conditions. Sites include parking lots, driveways, sidewalks, walking paths, curbs, steps, and catch
    basin collars at eleven (11) County properties and sections of the Monroe Loop Trail.
    2. General Specifications
    A. The specifications listed in this Request for Proposal ("RFP") are intended to serve as
    general guidelines, unless otherwise noted, to be followed by contractors in preparing
    a proposal and during the ensuing project. These specifications are intended to list the
    major tasks to be completed and the Selected Contractor ("Contractor") shall be
    responsible for completing all other tasks required to achieve a first-class project, even
    if each specific task is not listed herein. It is up to the contractor to determine the best
    methods, practices, equipment, scheduling and any other means necessary to perform
    under the contract.
    B. Monday - Friday Sites:
    1) Monday through Friday: All snow removal work shall commence and be
    completed before 7:45 AM each scheduled County business day, with the
    exception of the following holidays:
    * Veterans Day * Christmas Day * Martin Luther King Day
    * Thanksgiving Day * New Year's Eve * President's Day
    * Christmas Eve * New Year's Day
    2) Sites shall be cleared one (1) time per snow event. If multiple service visits
    appear to be warranted for the same snow event due to additional accumulation,
    drifting, freezing, etc., the Contractor shall communicate with the County and
    receive approval prior to providing additional service. This includes additional
    salting only that may be required.
    C. 24/7 Operation Sites:
    1) Monday through Friday: The Contractor shall be responsible for clearing 24/7
    Operation sites between the hours of 5:00 PM and 7:45 AM. Sites shall initially
    be cleared before 7:45 AM and as needed throughout the night, including
    holidays.

    2) Saturday and Sunday: The Contractor shall be responsible for clearing 24/7 sites
    at all times. Sites shall initially be cleared before 7:45 AM and as needed
    throughout the day/night, including holidays.
    3) Holiday Schedule: All 24/7 Operation sites shall be covered for services on
    holidays as follows:
    * Veterans Day * Christmas Day * Martin Luther King Day
    * Thanksgiving Day * New Year's Eve * President's Day
    * Christmas Eve * New Year's Day * Easter
    4) Sites with 24/7 operations may be cleared up to three (3) times per snow event,
    as needed. If additional service visits appear to be warranted for the same snow
    event due to additional accumulation, drifting, freezing, etc., the Contractor
    shall communicate with the County and receive approval prior to providing
    additional service.
    D. Monday - Sunday Sites:
    1) Monday through Friday: Sites shall follow the schedule for Monday - Friday
    sites outlined in Section 2(B).
    2) Saturday and Sunday: Sites shall follow the schedule for 24/7 Operation sites
    outlined in Section 2(C), with the exception that sites shall not be cleared on
    holidays that fall on Saturday or Sunday.
    3) Loop Trail: Snow shall be removed from the Loop Trail site when
    accumulations reach two (2) inches or more, and only after the snow event ends.
    E. Any deviations from the schedule format outlined in Section 2 are noted in Section 4
    of this RFP. Further, the County reserves the right to postpone or alter the schedule of
    snow removal services, and retains the option to supplement snow removal efforts at
    any site with its own employees, equipment, and materials.
    F. The Contractor shall be able to provide additional snow removal services and/or salting
    services with as little as two (2) hours' notice.
    G. The Contractor shall provide all labor, materials, and equipment necessary to perform
    the work. Snow removal services from the Contractor must be available at the awarded
    rate at all times throughout the contract term.
    H. The Contractor shall provide the County with a means of immediate communication,
    available at all times, regarding site completion, emergencies, or any other occasion
    that may arise. The preferred means is by way of a cellular telephone and a hierarchy
    of personnel to be contacted.

    I. The County may require the Contractor to document that services have been completed
    at each site by means of photograph, video, or other means determined by the County.
    J. Care shall be taken to ensure no damage is caused to County property and any adjoining
    private property. In the event the Contractor causes damage to said property, the
    Contractor shall be responsible for immediate communication with the County and
    repair of all damages. In such instances, the County may engage in-house personnel or
    other contracted services to complete the repairs if the Contractor fails to do so in a
    prompt time period and manner acceptable to the County, and back charge the
    Contractor for all costs incurred by the County to complete the work.
    K. In all circumstances, the work shall be of first-class quality and performed by qualified
    personnel who are skilled in the respective trade and knowledgeable about the products
    and equipment being used. All work must be performed within the codes, standards
    and municipal ordinances of the respective municipalities where the sites are located.
    L. The Contractor's employees, and subcontractors, shall wear safety apparel and
    reflective safety vests, and maintain a neat and clean appearance, at all times while
    working at County sites. All work shall be performed in a professional and courteous
    manner while employing all necessary care and safety practices. Quality equipment and
    materials shall be used to complete the work, all of which must be maintained and
    operated with the highest standard as well as complying with all OSHA and MIOSHA
    safety requirements. All trucks, vehicles, and equipment shall be clearly marked with
    the Contractor's company name, have fully operational headlights and safety lights,
    and operate flashing yellow safety lights while being used on County property.
    3. Snow Removal Specifications
    A. Snow shall be cleared when accumulations reach two (2) inches or greater unless
    otherwise determined by the County that snow clearing services are required for
    amounts of less than two (2) inch accumulations. Conditions requiring services for less
    than two (2) inches of accumulation may result from blowing, drifting, and ice
    accumulations.
    B. Snow shall be cleared from the complete width of all parking lots, driveways,
    sidewalks, walkways, entryways, ramps, plazas, approaches, and other similar surface
    areas at each site.
    C. All snow from County property shall be kept on the County's property. Snow shall be
    placed around parking lots to minimize the loss of parking spaces. In the downtown
    area, snow shall be placed on the property side of sidewalks whenever possible, but not
    in a way as to obstruct the line of sight for pedestrians and vehicular traffic. Snow shall
    be placed or moved in such a manner as to not block any roadways, alleys, walkways,
    pedestrian access, crosswalks, fire hydrants, exits from parking lots or buildings.

    1) Loop Trail: Snow shall be removed from the Loop Trail when accumulations
    reach two (2) inches or more, and only after the snow event ends. No salt or de-
    icing materials shall be applied to the trail surface. Vehicles used to clear snow
    from the Loop Trail shall be limited to single rear axle vehicles with a gross
    vehicle weight rating (GVWR) of 10,000 pounds or less. Snow shall be
    removed from entire ten (10) foot width of the trail path and placed onto the
    area within the public right of way between the trail and public roadway. Snow
    shall not be placed onto private property, driveways, crosswalks, sidewalks,
    approaches, or any areas that impede pedestrians or vehicles. Snow shall be
    removed in such a manner as to not block or impede driveways, entryways,
    mailboxes, and any other areas requiring access.
    D. The Contractor may use blades or rotary broom equipment to remove snow. Blades are
    to be set to the surface unless otherwise specified by the County. If broom equipment
    is used, care shall be taken to direct snow and debris away from vehicles, buildings,
    pedestrians, walkways, and roadways.
    E. Salt shall be applied prior to and during weather events with less than two (2) inches
    of snow predicted or actual amounts of less than two (2) inches of accumulation, as
    necessary to maintain a safe surface. NOTE: Salt and de-icing materials shall not be
    applied to the Loop Trail.
    F. Salt shall be applied to all parking lots and grounds; all entrance and exit avenues to
    parking lots both pedestrians and vehicles; and all sidewalks, ramps, steps, and plaza
    areas during snow removal actions (except for the Loop Trail as previously noted). The
    salt shall be applied in sufficient quantities (but not over salting) to melt any frozen
    precipitation and to assist in removing residual amounts of snow accumulation not
    previously removed by snow removal services.
    G. All equipment used to complete snow removal shall be appropriate for the area and
    surface being cleared, and manufactured by reputable companies recognized for
    producing quality commercial snow removal and de-icing/salting equipment. All
    equipment shall be mechanically sound and any manufacturer installed safety features
    must not be modified, removed, or rendered inoperable at any time. Equipment shall
    not be left running or operational while unoccupied, unattended, or unsecure.

    past the 911/EMD facility and beyond the storage barn at the end of the drive.
    The entire length of the service drive shall be included.

    1) A map of the Loop Trail section to be cleared is included with this RFP. The
    Loop Trail shall only be cleared of snow by plow blade or rotary broom
    equipment. Salt or de-icing materials shall not be applied to the surface.
    Additional site specifications are outlined in Section 3.
    5. Proposals and Contract Award
    A. Contractors shall submit proposals and bid pricing to the County using the Proposal
    Form included with this RFP. The work shall be priced on a per site, per snow event
    basis for each service type based on accumulation ranges.
    B. Proposals shall take into consideration all such conditions as may affect the work under
    this contract. The submittal of a proposal automatically implies that the contractor has
    examined the project sites and is completely familiar with the location, scope, and
    nature of the work and of the equipment, materials, and labor required to complete the
    project. A contractor's failure to conduct site visits will not result in additional claims
    for compensation from the County and may subject the agreement to termination.
    C. Contractors shall provide a list of available snow removal and salting/de-icing
    equipment and, where applicable, the vehicles used to transport the equipment to be
    used to complete work under this contract. This list must be submitted as part of the
    proposal.
    D. Sites are separated into three (3) groups as outlined in this RFP. Contractors may submit
    bid pricing for either a single group or multiple groups of sites. The County may award
    a single contract for all sites or separate contracts to multiple contractors on a per group
    basis. Periodically, there may be additions to or deletions from site groups as directed
    by the County.
    E. The County may, in its discretion, award a contract to complete all components or a
    selection of the components of the work listed within this RFP.
    F. The County may visit contractors' facilities and physically inspect equipment prior to
    award of contract. Contractors shall be prepared to facilitate such visits and note
    additional visits may be conducted during the term of any subsequent contract. The
    Contractor shall immediately remove any and all equipment from County property
    solely determined by the County to be unsafe.

    6. Receiving Office

    7. Economy of Preparation
    Proposals should be prepared simply and economically, providing straight-forward, concise
    descriptions of the contractor's capabilities to perform the work. All pricing and requested
    information shall be included in the proposal and outlined in narrative text explaining the
    services to be performed; equipment and/or materials to be provided; cost of the services,
    equipment, and/or materials; and the tentative schedule for work to be completed (if
    applicable).
    8. Addenda and Supplements to RFP
    In the event of changes to the RFP, contractors will be notified in writing. Questions
    concerning the project specifications and requirements, proposal submittal, or award and
    administration of the contract should be directed simultaneously to the individuals listed

    9. Time Period of Evaluation
    The County will select a contractor and award the contract as soon as possible after the proposal
    due date stated in this RFP. However, submitted proposals shall remain valid for thirty (30)
    days after the due date. Contractors should be prepared to commence work immediately upon
    award notification.

    10. Qualification
    Contractors shall have a proven record of performing work of a similar nature to the project
    described herein. This record shall be for a minimum of five (5) years and include provision
    of services to areas of at least 50% of the total area under consideration in this RFP. Contractors
    may be required to provide additional information about their company profile or history, as
    well as five (5) professional references including the name of the entity, contact person, email
    address, telephone number, and a brief description of work completed.
    11. Manufacturer's Directions
    All manufactured articles, materials, equipment, etc. shall be applied, installed, connected,
    erected, used, cleaned, and conditioned as directed by the manufacturer, unless herein specified
    to the contrary. All materials shall be new and installed for the purpose of which they were
    manufactured.
    12. Brand Name Specification
    Where applicable, a brand name, or equal specification as used in this solicitation, is used to
    describe the standard of quality, performance, and characteristics desired, and not intended to
    limit or restrict competition (unless specifically noted otherwise). Should a contractor object
    to a product specified in this RFP, the burden of proof to demonstrate that an alternative
    product is of equal or superior quality to the specified product falls upon the challenging
    contractor. Contractors may submit proposals that include products from manufacturers not
    specified herein.
    13. Contract Term
    The contract term shall be for an initial three (3) year period, beginning with the effective date
    of the initial contract in 2026 and concluding three (3) years thereafter in 2029. The contract
    and may be renewed for three (3) successive one (1) year terms, based upon proposed pricing
    requested in this proposal, as mutually agreed by the County and the Contractor. The work
    shall be completed under a schedule agreed to by the County and the Contractor.
    14. Termination
    Neither party, upon award of contract, except for non-performance on the part of the Contractor
    (as determined exclusively by the County) or issues of non-payment on the part of the County,
    may terminate the contract.
    15. Payment
    A. The County shall issue payment to the Contractor within thirty (30) days of receipt of
    invoice for completed and accepted work. Invoice shall be itemized to clearly identify
    the sites where services were performed, dates when services were performed, type of
    services performed, contracted rate for each site, and the total amount due. Contractors
    may invoice weekly or monthly.
