Project Description: General Notice
Mount Penn Borough Municipal Authority (Owner) is requesting Bids for the construction of the following Project:
Laurel Avenue Water Main Replacement
Entech No. 4662.020
Bids for the construction of the Project will be received electronically via the PennBid Program by the Mount Penn Borough Municipal Authority until 2:00 p.m. local time, Thursday, November 6, 2025. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
Installation of approximately 760 LF of 8-inch ductile iron water main, 110 LF of 4-inch ductile iron water main, appurtenances, and reconnection of approximately 13 existing water services along Laurel Avenue and Summit Avenue within Mt. Penn Borough, Berks County, PA.

Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on Tuesday, October 21, 2025 at 10:00 a.m. local time at the Mount Penn Borough Municipal Authority field office, 234 Midland Avenue, Reading, PA 19606 (access off of Oak Lane). Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders shall submit any questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid. No questions, except those submitted through PennBid, will be reviewed.
Attention is called to the fact that prevailing minimum wage rates as determined by the Secretary of the Department of Labor and Industry must be paid by the Contractors on this project and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. Each Bidder is required to meet the requirements of Public Works Employment Verification Act, Act 127 of 2012.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
The Mount Penn Borough Municipal Authority hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
