NOTICE TO BIDDERS
Notice is hereby given that sealed bids will be received by the Mayor and Council of the Township of Ocean for “2025 Roadway Improvement Program in the Township of Ocean, Monmouth County, New Jersey” at the West Wing Conference Room, Municipal Building, 399 Monmouth Road, Oakhurst, NJ at 2:00 p.m. prevailing time on Thursday, August 6th, 2026, at which time they shall be opened and read aloud.
Work includes the following approximate quantities: 18,800 linear feet of concrete curb, 1,300 square yards of concrete driveway apron, 82,000 square yards of pavement milling, 11,000 tons of hot mix asphalt material, and 8,000 linear feet of traffic markings, various drainage inlet and manhole repairs and construction, tree removal, and traffic control, together with miscellaneous related work items.
The plans, specifications and other contract documents for the proposed work, prepared by Leon S. Avakian, Inc., Consulting Engineers, 788 Wayside Road, Neptune, NJ may be examined at the office of the Engineer during business hours. Bidders may request one printed copy by providing proper notice and paying a non-refundable charge of $200.00 to cover associated costs. Alternatively, a PDF version may be obtained with proper notice and a non-refundable fee of $25.00 to cover associated costs. Checks shall be written to the order of Leon S. Avakian, Inc. for each set of documents.
Bids must be made on the standard proposal form in a manner designated therein and required by the specifications. They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Council of the Township of Ocean, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted. Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder.
Each bid must be accompanied by a certified check, cashier's check, or bid bond for ten percent of the amount of the bid, not to exceed $20,000, drawn upon an incorporated bank or trust company, payable to the Township of Ocean, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder. The checks of all bidders will be returned according to law. No interest shall be allowed upon any such check.
Bidders are required to comply with the requirements of P.L. 1975, c,127., N.J.A.C. 17:27 (Affirmative Action) & P.L. 1977, C-33 (Ownership Disclosure).
The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as permitted by law.
The Mayor and Council reserve the right to reject any and all bids, or to waive informality of any bid.
