CITY OF ROSWELL

Recreation, Parks, Historic, and Cultural Affairs Department Scope of Work - Playground Replacement Project (5 Parks - Total)

1. PROJECT OVERVIEW

The City of Roswell is seeking proposals from qualified playground manufacturers and/or licensed playground contractors to provide design, demolition, site preparation, equipment, surfacing, installation, and warranty for the replacement of five (5) existing playgrounds located at:

Rowell Area Park

Groveway Community Park

Sloan Street Park

East Roswell Park

Garrard Landing Park

The total project budget is $1,500,000, inclusive of all materials, labor, freight, demolition, site work, surfacing, contingency, and contractor overhead.

2. PROJECT OBJECTIVES

The City desires playgrounds that:

Provide inclusive, unique, ADA-compliant play experiences

Serve multiple age groups (2-5 and 5-12 unless otherwise specified)

Emphasize durability and long-term maintenance efficiency

Improve drainage and surfacing performance

Enhance visual appeal and park identity

Meet or exceed all applicable safety standards

3. STANDARDS & COMPLIANCE

All work shall comply with:

Current ASTM F1487 standards

Current CPSC Public Playground Safety Handbook

ADA / 2010 ADA Standards for Accessible Design

IPEMA certification for all play components

Georgia erosion & sediment control requirements (if applicable)

Contractor shall provide certification documentation prior to final acceptance.

4. SCOPE OF SERVICES

4.1 Design Phase

Contractor shall:

Provide conceptual design for each park

Conduct one (1) design meeting per park with City staff

Provide 3D renderings

Provide color palette options

Provide inclusive play components

Provide site layout with fall zones and ADA routes identified

Provide stamped engineered drawings if required

City reserves right to request revisions.

4.2 Demolition & Removal

Contractor shall:

Remove all existing playground equipment

Remove existing surfacing (EWF, PIP, turf, etc.)

Remove concrete footings to minimum 12" below grade

Dispose of materials legally - recycling metal when applicable

Protect adjacent trees and site features

4.3 Site Preparation

Contractor shall:

Fine grade play areas

Improve drainage as needed

Install sub-base (min. 6" compacted aggregate unless otherwise specified)

Install geotextile fabric if required

Adjust surrounding grades to ensure positive drainage away from play area

(If sites have native soils like athletic fields, may want to specify compaction testing and proof-rolling.)

4.4 Playground Equipment

Each playground shall include:

Separate age-appropriate structures (2-5 and 5-12) where space allows

Climbing components

Slides (minimum two per major structure)

Swing set (belt + inclusive seat)

Shade element (integrated or standalone)

Sensory play panels

Ground-level play components

At least one ADA transfer platform

Inclusive spinner or motion element

Equipment must:

Be commercial grade

Powder-coated steel (G90 galvanized or better)

Stainless steel hardware

UV-stable plastic components

Minimum 15-year warranty on posts and structural components

4.5 Safety Surfacing

Contractor shall provide pricing for:

Primary Option: Engineered Wood Fiber that is certified play safe (EWF)

Alternate Option: Poured-in-Place (PIP) rubber surfacing

Surfacing must:

Meet fall height requirements

Be ADA accessible

Include proper drainage layer

Include perimeter containment system

4.6 Site Amenities (As Applicable)

Provide pricing for:

New border/curbing

Concrete ADA access path connections

Benches

Trash receptacles

Bike racks

Shade structures (if not integrated)

Protective fencing (if needed)

Signage (rules + emergency contact)

4.7 Installation

Contractor shall:

Install equipment per manufacturer specifications

Provide certified playground safety installer

Provide on-site supervision at all times

Coordinate inspections

Restore disturbed turf areas

Remove all debris daily

4.8 Inspections & Closeout

Contractor shall:

Provide third-party CPSI inspection prior to final acceptance

Provide as-built drawings

Provide warranty documentation

Provide maintenance manuals

Conduct staff walkthrough/training

5. PROPOSAL REQUIREMENTS

Proposals shall include:

Detailed cost breakdown per park

Equipment specifications

Project schedule

Proposed timeline (start to completion)

Warranty information

References (minimum 3 municipal projects)

Proof of insurance

Contractor license information

6. PROJECT SCHEDULE
