Description



This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.



The National Institutes of Health (NIH), Office of Purchasing and Contracts, on behalf of the Critical Care Medicine Department (CCMD), intends to award a fixed-price contract on a sole-source basis to the University of California, Davis located at 1850 Research Park Dr. Suite 300



Davis, California 95618-6153, for a nine (9) month base year of Metabolomic, Lipidomic, and Bioinformatics Analysis of Plasma Samples. The period of performance will be from 06/11/2025 to 03/10/2026.



The Critical Care Medicine Department requires comprehensive metabolic, lipidomic, and bioinformatics analysis for 224 plasma samples. The primary objective of this analysis is to generate high-resolution molecular profiles to identify biomarkers and metabolic signatures that are critical to advancing our current research initiatives.

The University of California, Davis (UC Davis) possesses unique capabilities that directly align with the technical and timeline requirements:




  • Proprietary Sample Processing Techniques: UC Davis employs novel techniques that allow for the extraction of all required sample types (metabolomic, lipidomic, and bioinformatics) from a single aliquot, eliminating the need for separate extractions. This reduces sample handling errors and improves consistency across datasets.

  • End-to-End Integrated Services: UC Davis provides an integrated platform encompassing experimental design, sample processing, data acquisition, and advanced bioinformatics analysis. This ensures seamless workflow, reduced variability, and publication-ready data outputs.

  • Proven Performance and Expertise: UC Davis is a leader in high-throughput molecular profiling and has demonstrated expertise in handling complex biological matrices under rigorous timelines.



There are no other known vendors that can do the following:




  • Guarantee delivery of complete analysis within the required 9-month timeframe, and

  • Commit to the level of data quality, resolution, and integration necessary for the project.



Based on their unique capabilities, demonstrated experience, and willingness to meet project demands within the required timeline, UC Davis is the only known source capable of fulfilling this requirement.



This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.



Interested Parties:



Interested parties capable of providing the same or similar products or services described in this notice may submit a capability statement outlining their capability to perform the described work. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. The determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
