Sealed Proposals will be received by the City of Port Huron, Michigan, by mail or in person in the
office of the City Clerk, 1st Floor, 100 McMorran Boulevard, Port Huron, Michigan 48060, until 3:00 p.m.
on July 31, 2026, and immediately thereafter the proposals will be publicly opened and read in Meeting
Room 101 of the foresaid Municipal Office Center.
JOB DESCRIPTION
The City of Port Huron Department of Public Works is requesting sealed proposals to provide annual
as needed electrical services at various City owned properties, buildings, parks and parking lots. The
award will be for a three (3) year term contract that will include a provision for the City, at its
discretion, to extend the contract for an additional one (1) year term for a total contract period to not
exceed four (4) years based on an annual performance review.
Request for proposal documents may be examined and shall be obtained from the Michigan
Intergovernmental Trade Network (MITN) website by BidNet Connect, located at
https://www.bidnetdirect.com/mitn or the City of Port Huron’s website
https://www.cityofporthuron.org beginning on Friday, July 10, 2026. All bidders shall obtain a
complete set of proposal documents including all posted addenda, from the City of Port Huron via
MITN and/or City of Port Huron website.
No proposal may be withdrawn for at least ninety (90) days after the scheduled closing time for
receiving proposals.
The City of Port Huron reserves the right to reject any or all proposals, to waive any defects or
irregularities in the proposals, and to accept any proposal or portion thereof which is deemed most
advantageous to the City’s interest. The successful contractor will be required to furnish insurance
certificates.

REQUEST FOR PROPOSALS (RFP)
As Needed Electrical Services 2026
1. INTRODUCTION
The City of Port Huron Department of Public Works is requesting sealed proposals to provide as
needed annual electrical services at various City owned properties/buildings. The award will be for
a three (3) year term contract that will include a provision for the City, at its discretion, to extend the
contract for an additional one (1) year term for a total contract period to not exceed four (4) years
based on an annual performance review.
Please carefully review this document. It provides information necessary to aid participating bidders
in formulating a thorough response. A formal, comprehensive review period will be conducted to
ensure that the City selects the best possible contractor that will provide the best value and service.

2. BIDDING PROCESS
The following is a schedule of events concerning the bid process:
• Questions due by: Wednesday, July 22, 2026 by 3:00 p.m.
• Proposals due by: Friday, July 31, 2026 by 3:00 p.m.
• Award of As Needed Electrical Services: September 14, 2026
A complete original (marked as such) and three (3) exact duplicate copies of the sealed proposals,
evidencing the name and address of the proposer (contractor), should be submitted to:

2026” (Marked original and three (3) exact duplicate copies of the sealed proposals evidencing
the name and address of the contractor should be mailed or submitted in person to:
Office of the City Clerk, 1st Floor, in the Municipal Office Center, 100 McMorran Boulevard, Port
Huron, Michigan, 48060 until 3:00 p.m. on Friday, July 31, 2026.
Sealed proposals must be received no later than 3:00 p.m., Friday, July 31 2026, at the address
set forth above. Proposals received after 3:00 p.m. on July 31, 2026, will not be considered.
The proposal is to be completed in legible form. Any additional written material such as professional
records, certifications, etc., that your company thinks important, may be attached and submitted to
augment the data. The contractor must initial any corrections. NO FAXED OR E-MAILED
DOCUMENTS WILL BE ACCEPTED. Questions regarding bid specifications shall be directed
to Doug Lincoln, Transportation Supervisor, 810-985-0165 or email at lincolnd@porthuron.org.
3. RESERVATION OF RIGHTS
The City reserves the right to reject any and all proposals, to award the proposal to other than the
lowest price contractor, to negotiate the terms and conditions of all and any part of the proposals, to

waive irregularities and/or formalities, and in general to make award in the manner as determined to
be in the City’s best interest and its sole discretion.
4. RESPONSIVE PROPOSALS
Contractors are expected to examine the RFP requirements and all instructions, failure to do so will
be at the contractor’s risk. Each contractor shall furnish all information requested herein. The person
signing the proposal must initial all erasures or other changes. If any person contemplating
submitting a proposal is in doubt of the true meaning of any part of the specifications or other
conditions with the RFP, he/she is advised to call and have the portion in question clarified.
5. CHANGES AND ADDENDA TO BID DOCUMENTS
Any change or addendum issued in relation to the RFP will be posted on the bid sites. Any such
changes or addenda will become part of the contract.
6. TAXES, TERMS AND CONDITIONS
The City is exempt from State Sales Tax. The City’s tax number is 38-6004727. Payment terms are
net 30 days upon receipt and acceptance.
7. AWARD
The City will award the contract to the most responsive, responsible contractor having proven
experience as described herein. The City reserves the right to award this contract not necessarily to
the contractor with the lowest price but to the contractor that demonstrates the best ability to fulfill
the requirements. Proposals will be evaluated based upon criteria formulated around the most
important features of the service of which qualifications, experience, and timelines may be overriding
factors, and price may not be as determinative of the award. The prices proposed shall be considered
firm and cannot be altered after receipt per the terms of this RFP. All proposals will be reviewed and
recommendations for a selection will be made to the City Council with final approval granted by
City Council. The evaluation and award of this proposal shall be rated on the following (not in any
relevant order):
• Qualifications & Experience
• Method of Approaches
• References (attached sheet)
• Price Proposed (please show titles and not employees names with the prices) for each year.
• Equipment owned and prices for each year.
The City may make a determination that the rejection of all proposals is in the best interest of the
City. The City will not pay for any information herein requested, nor is it liable for any costs incurred
by the contractor. The successful contractor shall commence work only after the transmittal of a
fully executed contract and after receiving notification to proceed from the City. The successful
contractor will perform all services indicated in the RFP packet in compliance with the negotiated
contract. The contents of this RFP and the contractor’s response will become contractual obligations
if a contract ensues. Failure of the successful contractor to accept these obligations may result in
cancellation of the award.
8. TERMINATION
This agreement may be terminated by mutual written consent of the parties hereto. This agreement
may also be terminated by the City for any reason upon fourteen (14) days written notice.

9. WITHDRAWAL OF PROPOSAL
Proposals may be withdrawn in person by the contractor, or authorized representative, provided their
identity is made known and a receipt is signed for the proposal, but only if the withdrawal is made
prior to the stated deadline. No proposal may be withdrawn for at least ninety (90) days after opening
except the successful contractor whose prices shall remain firm for the entire contract period. In case
of error by the contractor in making up the proposal, the City may, by discretion, reject such a
proposal upon presentation of a letter by the contractor which sets forth the error, the cause thereof,
and sufficient evidence to substantiate the claim.
10. INDEMNIFICATION AND HOLD HARMLESS
The contractor whose proposal is accepted must agree to the following indemnification and hold
harmless responsibilities: To the fullest extent of the law, the contractor shall, at its own expense,
protect, defend, indemnify and hold harmless the City of Port Huron, its elected and appointed
officials, employees, volunteers and others working on behalf of the City of Port Huron, from any
and all claims, damages (including but not limited to, direct, indirect, incidental, consequential,
special and punitive damages), costs, lawsuits and expenses including, but not limited to, all costs
from administrative proceedings, court costs, and attorney fees, that they may incur as a result of any
acts, omissions or negligence of the selected firm, its employees or agents or its subcontractors or
sub-subcontractors, or any of their officials, employees or agents which may arise out of the contract.
11. INSURANCE REQUIREMENTS
The contractor whose proposal is accepted must meet and agree to maintain during the term of the
contract the following insurance coverage requirements. All coverages shall be with insurance
companies licensed and admitted to do business in the State of Michigan. All coverages shall be
with insurance carriers acceptable to the City, such acceptance not to be unreasonably withheld.
● The contractor shall carry Worker’s Compensation and Employer’s Liability Insurance Coverage,
as required by law. In the event that the contractor uses subcontractors and sub-subcontractors
for the performance of services required under this proposal, the contractor shall ensure that said
subcontractors and sub-subcontractors carry Worker’s Compensation and Employer’s Liability
Insurance coverage, as required by law.
● The contractor shall be responsible for insuring all its tools and equipment that may be used at the
various locations. The City shall not be responsible for any loss or damage to the contractor’s
tools and equipment.
● The contractor shall procure and maintain during the term of the contract Commercial General
Liability Insurance on an “occurrence basis” with limits of liability of not less than $2,000,000 per
occurrence and/or aggregate combines single limit, for personal injury or bodily injury and
$2,000,000 per occurrence and/or aggregate for property damage.
● The contractor shall maintain Vehicle Liability coverage and Michigan No-Fault coverages
including all owned, non-owned, and hired vehicles, of not less than $2,000,000 per occurrence
combined single limit.
● Commercial General Liability Insurance and Vehicle Insurance as described above shall include
the following as “Additional Insured”: The City of Port Huron, all elected and appointed
officials, all employees and volunteers, all boards, commissions and authorities and board
members, including employees and volunteers thereof. This insurance coverage shall be primary

to the Additional Insureds, and not contributing with any other insurance or similar protection
available to the Additional Insureds whether other available coverage be primary, contributing, or
excess.
• Broad form property damage shall be included in the General Liability coverage. Coverage shall
include all damagers which may be incurred as a result of the Contractor’s operations including but
not limited to sewer surcharging or backup.
● Workers’ Compensation Insurance, Commercial General Liability Insurance, and Vehicle Liability
Insurance as described above shall include an endorsement stating the following: It is understood
and agreed that thirty (30) days advance written notice of cancellation, non-renewal, reduction
and/or material change shall be sent to: City of Port Huron, 100 McMorran Blvd. Port Huron, MI
48060.
• Workers’ Compensation Insurance, Commercial General Liability Insurance, and Vehicle
Liability Insurance as described above shall include an endorsement or a copy of the policy
language describing the additional insured.
● If any of the above coverage’s expires during the term of the agreement, the contractor’s insurer
shall deliver renewal certification and/or policies to the DPW Coordinator at: City of Port Huron
DPW, 100 McMorran Blvd. Port Huron, MI 48060,at least thirty (30) days prior to expiration.
Contractor shall maintain insurance to protect the contractor against any claims, resulting
from the work performed at the listed addresses. Certified copies of “certificates of insurance”
must be turned into the City of Port Huron after City Council approval.
12. INDEPENDENT CONTRACTOR
Contractor is an independent contractor. All employees, servants, or agents of the contractor shall
in no way be deemed to be and hold themselves out to be employees, servants, or agents of the City
and shall not be entitled to any fringe benefits which the City provides its employees, including, but
not limited to: health and accident insurance, life insurance, paid sick and vacation leave and
longevity. The contractor shall be responsible for their payment of the salary, wages or other
compensation which may be due its employees, servants and agents for services performed under
these specifications and for the withholding and payment of all applicable taxes including, but not
limited to: income and social security taxes to the proper Federal, State, and local governments that
arise out of providing the services described herein.
13. SAFETY
All contractors and subcontractors performing services for the City are required and shall comply
with all Occupational Safety and Health Administrations (OSHA), State and County Safety and
Occupational Health Standards and any other applicable rules and regulations. Also, all contractors
and subcontractors shall be held responsible for the safety of their employees and any unsafe acts or
conditions that may cause injury or damage to any persons or property with and around the work site
areas under this contract.
14. SIGNATURE PAGE AND EXCEPTIONS
The signature page (see attached sheet) shall be completed in its entirety and returned with the
proposal submission. The signature page must be signed by a representative of the contractor who
