REQUEST FOR PROPOSALS
ADMINISTRATIVE & RELATED GRANT SERVICES
Date: August 28, 2026
Statements of qualifications and proposals are being requested from consultants with a strong record of
successfully assisting local governments with the administration and implementation of federally funded
community and economic development projects. Responding firms should be qualified to provide grant
administration, regulatory compliance, reporting, procurement assistance, environmental review
coordination, and related grant management services.
Plans are to contract within one year from the date of this notice with a qualified consulting firm to
provide grant administration and related services for federally funded community and economic
development projects. Immediate plans call for services associated with the administration and
implementation of the City of Chickamauga's U.S. Department of Housing and Urban Development (HUD)
Community Project Funding (CPF) grant. The project includes blight remediation, public infrastructure
improvements, streetscape and community development activities, utility relocations and upgrades,
including underground electrical improvements, and other eligible project activities necessary to support
downtown revitalization and economic development objectives. The selected firm may also be
considered, on a project-by-project basis, for grant writing, grant administration, compliance monitoring,
environmental review coordination, procurement assistance, reporting, labor standards compliance,
Build America, Buy America (BABA) compliance, closeout services, and related activities for other state
and federally funded programs. Such programs may include, but are not limited to, Community
Development Block Grant (CDBG), Redevelopment Fund (RDF), Community Housing Improvement
Program (CHIP), Home Investment Partnerships Program (HOME), Employment Incentive Program (EIP),
Economic Development Administration (EDA), Appalachian Regional Commission (ARC), United States
Department of Agriculture (USDA), Environmental Protection Agency (EPA), U.S. Department of Housing
and Urban Development (HUD), and other state and federally funded grant programs administered in
accordance with 2 CFR Part 200. All firms submitting will be reconsidered, on a project-by-project basis,
should future state and federally funded opportunities arise within the next 2-3 year period.
Information which should be submitted for our evaluation is as follows:
1. History of firm and resources
2. Experience administering federally funded community and economic development projects,
including HUD-funded projects and other state and federal grant programs.
3. Capacity to complete scope of work
4. Current workload
5. Scope and level of service proposed
6. Experience with similar projects and list of references
7. Fees associated with grant writing, and grant administration, if the project is funded.
8. Statement of Qualifications Form, see attached.
9. If claiming Section 3 Business Concern status, documentation supporting such designation
All contracts shall be subject to applicable federal, state, and local laws and regulations. Firms should
demonstrate familiarity with federal grant compliance requirements, including procurement standards,
environmental review requirements, civil rights and nondiscrimination requirements, reporting
requirements, and other provisions applicable to HUD-assisted and other federally funded projects. If
applicable, Section 3 business concerns are encouraged to identify their status in their proposal.
Interested parties should request copies of the Statement of Qualifications Form prior to preparing and
submitting their proposal. Section 3 parties should request the Section 3 Certification Form prior to
preparing and submitting their proposal. Proposals should be received no later than 2:30 PM on October
2nd, 2026. Proposals received after the above date and time may not be considered. We reserve the right
to accept or reject any and all proposals and to waive informalities in the proposal process. Questions,
