REQUEST FOR PROPOSALS REGARDING THE SALE AND DEVELOPMENT
OF PROPERTY IN MARYVILLE
AT ROBERT C. JACKSON DRIVE AND BIG SPRINGS ROAD
PORTION OF PARCEL 056 071.11
Explanation: The City of Maryville has authorized the City Manager to negotiate for the
potential disposition of a portion of the property located in Laurel Branch Park at the
Southwest corner of Robert C. Jackson Drive and Big Springs Drive, Parcel ID 056
071.11, Maryville, Tennessee, consisting of approximately 7.5 acres as shown in the
hatched area of the parcel map. The City wishes to encourage private commercial
development of said property.

Concept
The property is currently undeveloped, however an access road at the rear of the lot is
proposed to provide access to adjacent lot as shown in the concept and should be taken
into consideration as a partnership with the City and as unusable land for building
development.
Terms of Proposal: The City requests proposals regarding development of the site. The
parcel is currently zoned Industrial, but the City is actively rezoning the property to
Business & Transportation (see “Zoning” beginning on the next page). Rezoning will be
complete before the property is turned over to the successful proposer. The proposal
should include payment of cash to the City for the purchase of the property as well as the
development concept. The successful applicant will have certain requirements as far as
timing for commencement of construction and best long-term use of the property.
Deadlines: Electronically submitted proposals for the property at the southwest corner
of Robert C. Jackson Drive and Big Springs Road will be received by the City of Maryville
Purchasing Agent via email at comsealedbid@maryville-tn.gov until 2:00 pm, Tuesday,
September 1, 2026. The bidder shall include in the subject line: “Proposal for
Robert C. Jackson at Big Springs Road”. The proposals shall be submitted as a pdf
document. Late proposals will not be considered for any reason whatsoever.
Results: The City will review all proposals and will select a proposal that is deemed to be
in the best interest of the citizens of the City of Maryville if any proposal at all is selected.
The City reserves the right to reject any and all proposals and to rescind its decision to
declare the property surplus in the event that the City does not select any proposals
generated by this process in its sole and complete discretion. Additionally, the City
reserves the right to extend the time for proposals and/or issue additional requests for
proposals regarding this same property. The City will make reasonable efforts to diligently
review the proposals made pursuant to this request and to reach a decision regarding the
same on or before October 6, 2026.
Legal: A party whose proposal is selected will enter into a separate contract with the City
requiring development of the property pursuant to its proposal and pursuant to other terms
as the City may require and as generally set forth herein. The property is sold "as is" with
no warranties or disclaimers of any kind. The contract shall contain a provision whereby
a deed of trust will be placed on the property after its conveyance but prior to construction
requiring (1) commencement of construction within twelve (12) months of entering into
the contract, and (2) that a Certificate of Occupancy be issued for the improvements on
the subject property within twenty-four (24) months of the commencement of construction.
Extensions shall be considered if the project is unreasonably delayed due to issues
pertaining to utility placements and/or relocation or due to force majeure. No sale or
transfer will be made of the property without the City's written consent until the deed of
trust is released. If the purchaser fails to meet the requirements for construction, the deed
of trust may be foreclosed, and the property returned to the City. The deed of trust will
be released upon timely issuance of all applicable Certificates of Occupancy. The City
may sue in law or equity to enforce its rights under such contract. The City shall recover
its reasonable attorney fees and costs in litigation resulting from any matter concerning
enforcement of such contract and the failure by any person to comply with any contractual
obligation to the City in addition to the remedies set forth above. The successful applicant
will agree to defend, indemnify and hold harmless the City from and against any losses,
claims, demands, payments, suits, recoveries, and judgments against it by reason of an
act or omission of the successful applicant, its contractor, sub-contractors, agents or
employees in the execution of the development agreement contemplated herein. A
successful applicant must comply with all federal, state and local laws including but not
limited to those prohibiting discrimination of employment regarding race, color, religion,
sex, or national origin in relation to this project.
Amendments: Any material amendment to the successful proposal must be approved
by the City or it will be considered a breach of contract for which the City may seek its
remedies in law or equity.
Zoning: The proposal must comply with zoning and other requirements in the Business
and Transportation District. See description and code reference below:
The land uses in the area include commercial (wholesale and retail), office, highway-
oriented commercial (e.g., service stations, convenience stores), light industrial (e.g.,
assembly, light manufacturing), public/institutional (e.g., municipal buildings,
recreational facilities), and residential (e.g., medium and high density). Intensity of use
is moderate to high, with impacts on adjacent areas being of primary concern.” [Section
14-209]

project shall further be subject to review and approval by required development
regulations of the City .
Tax Status of Property: Upon transfer of deed from the City to the purchaser, the
property will become subject to all applicable real and personal property taxes levied by
the City of Maryville and Blount County. Tax abatements for this property will not be
considered at this time.
Form of Proposal: The proposal shall include a detailed plan of the proposed
development. Any drawings, sketches, or descriptions that may help convey the proposal
are welcome. A timeline for improvements to the property should be provided.
