Construction Management at Risk Services
The Georgia State Financing and Investment Commission (GSFIC), as "Owner", on behalf the Board of
Regents of the University System of Georgia ("Using Agency" or 'BOR''), is seeking firms interested in
providing construction management at risk services for a project known as Project No.J-458, Daniel
Guggenheim School of Aerospace Engineering, Georgia Institute of Technology, Atlanta, Georgia.
1. GENERAL PROJECT INFORMATION
Board of Regents Fiscal Year 2026A / 2027 Cohort
This project is one of seven projects included in the Board of Regents FY 2026A / FY2027 Cohort of
Projects. While a firm can submit qualifications for any or all projects within the cohort, firms should be
aware of the BOR's intention to spread the work among as many qualified firms as possible. It is highly
unlikely a firm will be selected for more than one project within the cohort. Additional information pertaining

Project Background
The Daniel Guggenheim School of Aerospace Engineering has resided among the top 5 aerospace
engineering schools in the country (currently #2 for both undergraduate and graduate programs) for more
than a decade - attracting the best minds to study at the Institute and furthering the strength of the
aerospace industry in the State of Georgia. In addition to the school's academic and research excellence,
the school is also one of the fastest growing degree programs on campus with enrollment increasing by
almost 50% since 2020. The school has a critical need for space and new advanced research and
fabrication capabilities to maintain its position as a leader in the industry, and to continue to attract the very
best to the school. The design and construction of the Daniel Guggenheim School of Aerospace
Engineering, henceforth known as the "project" or "building", will enable and enhance the objectives stated
in GIT's Strategic Plan, including:
* Be a national leader in transformative teaching and learning which prepares students to be globally
engaged leaders who define and solve problems to improve the human condition.
* Expand and enhance research infrastructure for research and creative activity.
* Enhance the experience of graduate students and postdoctoral researchers relative to other
leading research universities.
The core of the existing School of Aerospace Engineering is a group of buildings at the intersection of Ferst
Drive and Cherry Street, including the Daniel F. Guggenheim, Montgomery Knight, Engineering Science &
Mechanics (ESM), and Paul Weber Buildings (I & III). For more than sixty years, the physical infrastructure
within this core has remained essentially unchanged, apart from individual lab upgrades and cosmetic
renovations of the Guggenheim and Weber Buildings. During this time Aerospace Engineering instruction
and research have evolved dramatically leading to an increasing misalignment between the school and its
core facilities. The competitive national environment for top talent demands access to modern facilities and
equipment which this project will provide. The new building will allow the school to vacate many of the
current core facilities enabling their demolition or strategic renovation and repurposing.
Project Description
The project will serve as a new home for the School of Aerospace Engineering, anchoring the program's
currently dispersed research activities and creating a new gateway to the south side of campus. The project
site is located at the intersection of North Avenue and Tech Parkway, on an existing park site adjacent to
333 North Avenue. Development of the new building must respond to the goals outlined in the Georgia
Institute of Technology Master Plan and the Campus Landscape Master Plan. The Institute will evaluate
landscape and pedestrian connectivity, and opportunities to integrate the project into the broader campus
framework. These evaluations will ensure that the facility supports long-term academic and research
objectives while strengthening the physical and environmental character of the central campus district.
The new, student-centered aerospace engineering facility will be a 200,000-square-foot hub designed to
advance the next generation of mobility and autonomy while transforming how the School of Aerospace
Engineering delivers education, conducts research, and engages with industry. More than a replacement
for aging infrastructure, this project represents a complete reimagining of the School's relationship with its
facilities, creating an integrated ecosystem that supports the full lifecycle of innovation-from concept and
design to testing, validation, and real-world application.
The facility will capture the full spectrum of program uses and space types required by the School, while
enabling a shift toward more efficient and standardized office functions and a significant expansion of
spaces dedicated to innovation, collaboration, and exchange. This approach will cultivate a culture of
collaboration not only within the School, but also across the Institute, with industry partners, government
agencies, startups, and the broader community-positioning Georgia Tech as a central hub for emerging
technologies in aerospace, mobility, and space systems.
At its core, the building is designed to deliver transformative student experiences alongside research,
supporting Georgia Tech's leadership in translating aerospace innovation into real-world impact and
contributing to the continued growth of Georgia's aerospace and space economy.
Guiding Principles
Three key tenets will guide the development of the facility:
* Attract and retain top talent by providing laboratories, offices, and instructional spaces that
support world-class faculty, students, engineers, and scholars
* Promote multidisciplinary collaboration by integrating flexible, connected environments that
support research, design, and coursework across disciplines
* Enable hands-on innovation by creating high-quality, technology-enabled spaces that support
design-build-fly activities, flight testing, experimentation, computation, and simulation
Academic, Research, and Industry Impact
The building will include state-of-the-art classrooms, laboratories, and collaborative environments designed
to prepare students for the next generation of aerospace technology and research. It will provide the
infrastructure necessary for the School to lead the development and integration of advanced aerospace
hardware, software, and intelligent systems-enhancing efficiency, safety, reliability, and environmental
performance. The project will strengthen Georgia Tech's position in key research areas including
aerodynamics, aero-elasticity, propulsion and combustion, controls, flight mechanics, fluid mechanics,
materials, optimization, structural dynamics, structural mechanics, and systems design.
At the same time, it will expand specialty research capabilities through the integration of advanced facilities
such as:
* A multistory drop tower for microgravity experimentation
* High-bay spaces supporting modern wind tunnels and indoor flight laboratories
* State-of-the-art flight simulation environments
* Clean room and mission control facilities for satellite construction and operations
Together, these elements will reinforce the School's leadership in targeted reputational areas while
fostering transformational, multidisciplinary research and supporting technology commercialization.
Student-Centered Design and Experiential Learning
A defining feature of the facility is its emphasis on hands-on, experiential learning. Signature student-
focused environments will include:
* A next-generation makerspace supporting rapid prototyping and design
* Dedicated student competition assembly space for multidisciplinary teams addressing complex,
real-world challenges
* Advanced testing environments, including a wind tunnel and drop tower, integrated into the
academic and research ecosystem
These spaces will directly connect to coursework, research, and extracurricular activities, creating a
seamless experience that empowers students to design, build, test, and refine innovations in real time.
Collaboration and Flexibility
Recognizing that aerospace systems are inherently complex and multidisciplinary, the facility will
significantly expand collaboration space compared to existing conditions. A wide range of team rooms,
conference spaces, and informal learning environments will be integrated throughout the building.
Collaboration will be embedded in all space types-including classrooms, laboratories, and fabrication
areas-through strategies such as transparency, co-location, and rapidly reconfigurable room formats.
These features will encourage interaction across disciplines and projects, increasing opportunities for
innovation and entrepreneurship while cultivating the next generation of aerospace leaders.
Fabrication and Innovation Infrastructure
Fabrication capabilities will be expanded as a core component of the School's academic and research
mission. The building will include:
* High-bay shop space for advanced CNC fabrication and milling
* Dedicated assembly areas for student-led research and competition teams
* An expanded makerspace serving as both a production environment and a central hub for student
engagement
These facilities will support the full continuum of innovation-from conceptual design through fabrication
and testing-within a single, integrated environment.
Instructional Space and Institutional Alignment
The project also responds directly to Institute-wide needs identified in the 2023 Instructional Space Analysis
and Master Plan (ISAMP), including the provision of:
* Large lecture spaces to support continued enrollment growth
* Active learning classrooms designed for flexibility and evolving teaching methodologies
These additions will enhance space utilization while supporting modern pedagogical approaches
across the Institute.
This project will tie into campus loop extension for power and fiber to 333 North Ave property from existing
locations. This design will include coordination with the Institute engineers and the Campus Utility Master
Plan. Below is the anticipated power routing to tie into the south substation. Fiber is expected to tie into
the main campus interconnect on Cherry Street.
Project Delivery Method:
The delivery method for this Project will be construction manager at-risk (CM/GC), and, at a minimum, will
employ the services of a Design Professional and a Commissioning Agent, in addition to the services of a
CM/GC. The CM/GC will serve as both a construction manager and general contractor. The CM/GC will
be required to participate in the design process providing design review services which include advising the
Owner and Design Professional on constructability and code compliance, making recommendations for
selection of materials, making recommendations on phasing of components, and performing detailed cost
estimates at each phase of design. During the construction phase, the CM/GC will contract with
subcontractors to perform the work and shall serve as the general contractor.
Project Budget
The preliminary Stated Cost Limitation (SCL) or construction cost of the Project is estimated at
$163,700,000. The final SCL may be revised by the Owner due to final programmatic requirements,
funding availability or other circumstances.
Project Schedule
The Design Professional's services are anticipated to begin by September of 2026. The construction
duration to reach material completion is estimated to take 30 months with a target date for completion by
March 2030 (Note: All of the dates indicated in this section are estimates and as such are subject to
change.)
Sustainable Approach
The project will incorporate the requirements of the Energy Efficiency & Sustainable Construction Act of
2008 (O.C.G.A. 50-8-18) and it is the desire of the Owner to incorporate sustainable design and
construction concepts in the project where feasible to do so. Further, Georgia Peach certification is required
with commissioning.
Owner's Project Management Program (e-Builder)
CM/GC shall be required to use the Owner's free Project Management Program, E-Builder, for contract
administration processes including, but not limited to, Requests for Information, Change Orders, Payment
Applications, Notices of Non-Compliance and Incumberance Records.
Contract Information
The contract for Construction Management services will be the (CM/GC) GSFIC Construction Management
Agreement. The agreement can be located on the Georgia State Financing and Investment Commission's
website:

Firms are encouraged to review and become familiar with the terms and conditions of this agreement.
Firms participating in this procurement process agree to execute the GSFIC contract form without
modification.
2. PROCUREMENT PROCESS
Selection of the CM/GC will be a multi-step process based upon the CM/GC's qualifications, as determined
by a Selection Committee, and the price of CM/GC's General Conditions and Fees.
Step I - Request for Qualifications
The selection process starts with the Request for Qualifications ("RFQ"). Interested firms shall submit
Statements of Qualifications. Firms meeting the Minimum Qualifications outlined in the RFQ will have their
Statements of Qualifications reviewed by the Selection Committee consisting of representatives of the
Using Agency, GSFIC, and possibly a third-party representative (i.e., another state representative.). The
Selection Committee shall score each Statement of Qualifications to create a shortlist of the firms with the
most appropriate qualifications for the Project ("Finalist Firms").
Step II - Request for Fee Proposals and Interviews
Finalist Firms will be invited to submit Fee Proposals and invited for Interviews with the Selection
Committee. The Selection Committee will interview firms and score each firm based upon their
qualifications and interview. Each firm will be awarded a Qualifications/Interview Score that is equal to the
average score awarded by each of the Selection Committee Members.
Finalist Selection
GSFIC Procurement will review the Fee Proposals of each firm and calculate a Proportionate Price Score
for each firm as outlined in the RFP. The Proportionate Price Score will be added to the
Qualifications/Interview Score to equal the Total Score. The firm with the highest Total Score shall be
selected.
3. TERMS
All respondents to this RFQ/RFP are subject to instructions communicated in this document and additional
terms and conditions contained herein.
Restriction of Communications
From the issue date of this (RFQ-RFP) solicitation until the final selection is announced, proposers are not
allowed to communicate FOR ANY REASON with any members of the Selection Committee except
communications allowed or required during the solicitation process (i.e. communications at the Site Visit or
Interviews). Proposers are further prohibited from communicating with GSFIC, the Using Agency, the End-
User, or the Architect, REGARDING THIS RFQ/RFP OR THIS PROJECT except for communications with
the GSFIC Procurement Representative. All questions regarding this RFQ/RFP should be directed to the
Procurement Representative. For violation of this provision, the Owner reserves the right to reject the
qualifications/proposal of the offending proposer.
Submittal Costs and Confidentiality
All expenses for preparing and submitting responses are the sole cost of the party submitting the response.
The Owner is not obligated to any party to reimburse such expenses. All submittals upon receipt become
the property of the Owner. Labeling information provided in submittals "proprietary" or "confidential," or any
other designation of restricted use will not protect the information from public view. Subject to the provisions
of the Open Records Act, the details of the proposal documents will remain confidential until final award.
Award Conditions
This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in
response, regardless of whether the proposal is determined to be the best proposal, is not binding upon
GSFIC and does not obligate GSFIC to procure or contract for any services. Neither GSFIC nor any party
submitting a response will be bound unless and until a written contract mutually accepted by both parties
is negotiated as to its terms and conditions and is signed by GSFIC and a party containing such terms and
conditions as are negotiated between those parties. The Owner reserves the right to waive non-compliance
with any requirements of this RFQ/RFP and to reject any or all Statements of Qualifications or Proposals
submitted in response. Upon receipt and review of responses, the Owner will determine the party(s) and
proposal that in the sole judgment of the Owner is in the best interest of the Owner (if any is so determined),
with respect to the evaluation criteria stated herein. The Owner then intends to conduct negotiations with
such party(s) to determine if a mutually acceptable contract may be reached and in the course of doing so
may use ideas expressed in any proposal.
Subjective Process
Proposers understand and accept that by responding to this solicitation they are willingly participating in a
process that requires members of the selection committee to make subjective determinations of
qualifications.
Reciprocal Preference Law
For the purposes of evaluation only, a proposer that resides in the State of Georgia will be granted the
same preference over proposers that reside in another State in the same manner, on the same basis, and
to the same extent that preference is granted in awarding bids for the same goods or services by such other
State to proposers that reside therein. For the purposes of this law, the definition of a resident proposer is
one who maintains a place of business with at least one employee inside the State of Georgia. A P.O. Box
address will not satisfy this requirement.
Joint-Venture Proposals
GSFIC does not generally desire to enter into "joint-venture" agreements with multiple Construction
Management firms. In the event two or more firms desire to "joint-venture," it is strongly recommended that
one incorporated firm propose and maintain status as the Construction Management Firm with the
remaining firms participating as major consultants.
Small and Minority Business Enterprise
It is the policy of the state of Georgia that minority-owned business enterprises (MBE), woman-owned
business enterprises (WBE) and small business enterprises (SBE), have a fair and equal opportunity to
participate in the state purchasing process. Therefore, the Owner encourages all MBE, WBE and SBE to
compete for contracts to provide goods, services, and construction, and encourages contractors to solicit
MBE, WBE and SBE in procuring subcontractors and suppliers. This desire on the part of the Owner is not
intended to restrict or limit competitive bidding or to increase the cost of the work. The Owner supports a
healthy free market system that seeks to include responsible businesses and provides ample opportunity
for business growth and development.
Contractors and subcontractors who utilize qualified minority subcontractors may qualify for a Georgia state
income tax credits for qualified payments made to minority subcontractors. In accordance with O.C.G.A.
48-7-38, when computing taxable net income of a Georgia based corporation, partnership, or individual,
there shall be subtracted from federal taxable income or federal adjusted gross income 10 percent of the
amount of qualified payments to certified minority subcontractors for state-agency-related construction

A company cannot receive an MBE Certification with the state of Georgia government without first receiving

Statement of Agreement
With submission of a proposal, the Proposer agrees that he/she has carefully examined the Request for
Proposal, and the Proposer agrees that it is the Proposer's responsibility to request clarification on any
issue(s) in any section of the Request for Proposal with which the Proposer disagrees or needs clarified.
The Proposer also understands that failure to mention these items in the proposal will be interpreted to
mean that the Proposer is in full agreement with the terms, conditions, specifications and requirements in
the therein. With submission of a proposal, the Proposer hereby certifies: (a) that this proposal is genuine
and is not made in the interest or on behalf of any undisclosed person, firm, or corporation; (b) that Proposer
has not directly or indirectly included or solicited any other Proposer to put in a false or insincere proposal;
(c) that Proposer has not solicited or induced any person, firm, or corporation to refrain from sending a
proposal.
Debarred, Suspended or Ineligible Firms
Contracts will not be executed and bids or proposals will not be solicited or considered from debarred,
suspended or ineligible persons or firms during the period of debarment. The list of debarred, suspended
