Project Description: SECTION 001116.21 – INVITATION TO BID
Notice is hereby given that Nescopeck Borough will receive sealed bids online via the PennBid Program (www.PennBid.net) until 11:00 A.M. prevailing time on Thursday, July 17, 2025, for the 2025 Nescopeck Borough CDBG Street Paving at which time the Bids received will be publicly opened and read. The work includes but is not limited to all labor, materials, tools, oversight and permits required to completed milling and paving exiting roadways, installation of ADA curb ramps, as indicated on the Contract Drawings.
All bidding documents will be available online at no cost at www.PennBid.net beginning at 11:00 A.M. on Friday, June 27, 2025.
All bids must be accompanied by a bid bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of 10% of the total bid amount.
A Performance Bond in the amount of 100% of the contract shall be furnished by the successful bidder as detailed in the Instructions to Bidders.
Davis-Bacon Wage Rates shall apply to this contract.
All Bidders must be a Prime PennDOT Prequalified Contractor for the anticipated role and all tasks associated with the project.
All bids received through PennBid will be opened online and referred to the Nescopeck Borough for final award. An abstract of the bids received will be available to bidders on PennBid following the date and time that bids are due as indicated above.
A pre-bid meeting will be held at 9:00 AM on July 3, 2025, at the Nescopeck Borough Building. All bidders are encouraged to attend. Questions may be submitted through PennBid’s “Messages/Vendor Discussions” tab on or before 10:00 A.M. on July 8, 2025. Responses will be provided via PennBid to all registered parties.
Nescopeck Borough reserves the right to accept or reject any or all bids or portions or to waive any informalities in bidding and to withhold award for a period of sixty days.

The Labor Standards, Wage Determination Decision and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts.
Non-discrimination in Employment--Bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to insure that employees and applicants for employment are not discriminated against on the basis of their race, color, national origin, sex, religion, age, disability or familial status in employment or the provision of services. In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmation action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135.
In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.
