Title: Facilities Needs Condition Assessment / Capital Reserve Analysis

The City of Benicia has identified 23 of its 36 total facilities citywide as requiring a comprehensive Facilities Condition Assessment and Facility Reserve Study. The assessment shall identify and document construction defects; building components exhibiting less than expected useful service life; and building systems that are at or nearing the end of their estimated useful life.
Building systems to be evaluated include, but are not limited to, substructure, building envelope and shell, conveyance systems, roofing, electrical systems, plumbing, pumps, heating systems, fire protection and sprinkler systems, hardwired smoke and carbon monoxide detection systems, seismic retrofit requirements, and compliance with the Americans with Disabilities Act (ADA).
Items with an individual repair or replacement cost of $3,000 or less shall be considered routine maintenance and excluded from the analysis.
The Facility Reserve Study shall include an estimated total cost per building for required maintenance activities and capital equipment replacement. In addition, each building shall be assigned a letter grade or numerical score reflecting its current overall condition.
