Housing Needs Assessment

The White Bear Lake Housing and Redevelopment Authority (HRA) seeks proposals for a Comprehensive Housing Needs Assessment of the City’s current housing stock, future housing needs, and an analysis of policy and program options to achieve the City’s housing goals. In doing so, the HRA reserves the right to negotiate further as to the terms agreed to, as well as the potential rejection of all quotes and proposals as may be deemed appropriate.

Proposals are due no later than 12:00pm on Monday, November 10, 2025. All questions requiring explanations and interpretations of the RFP document must be submitted in writing to Tracy Shimek at tshimek [at] whitebearlakemn.gov (tshimek[at]whitebearlakemn[dot]gov) no later than 12pm on November 3, 2025. Clarifications and addendums will be posted to the same webpage as this RFP. If you intend to submit a proposal please notify Tracy Shimek at tshimek [at] whitebearlakemn.gov (tshimek[at]whitebearlakemn[dot]gov) in order to receive any changes, clarifications or responses to commonly asked questions regarding this proposal, which will be published no later than three (3) calendar days prior to the closing date.
