CITY OF AUSTIN
SCOPE OF WORK
PRECAST CONCRETE MANHOLES
SOLICITATION NO. IFB 1100 AGM1007
Purpose
The City of Austin Electric Utility, dba Austin Energy, requires a qualified Contractor to supply precast concrete manholes. The precast concrete manholes shall be engineered and fabricated to provide a structurally safe design.
The precast concrete manholes will be used by Austin Energy (AE) for the underground transmission, distribution, and communication systems.
Term of Contract
This Contract shall remain in effect for an initial term of twenty-four (24) months or the City terminates the Contract. This Contract may be extended beyond the initial term for up to three (3) additional twelve (12) month periods at the City's sole option.
Contractor's Requirements
The Contractor shall:
Supply all vehicles, equipment and accessories required to deliver, safely lift and place the manhole in the excavation for the manhole at the Austin Energy job site.
Present Austin Energy with the engineering data for the manholes, stamped/certified by a registered professional engineer prior to any manufacturing. The certified engineering data shall state the structural integrity for the manhole configurations listed in Attachment A.
Single Point of Contact
Provide a single point of contact (SPOC) who is skilled, knowledgeable, and experienced in providing and handling precast concrete manholes. The SPOC must comply with all SOW requirements.
Provide the SPOC's office number, email address, and after hours phone number to the Contract Manager, within five (5) days after contract award.
During times the SPOC is unavailable (due to vacation, travel, etc., for example), provide a designee for the SPOC to the Contract Manager. The designee shall meet the same requirements as specified for the SPOC and shall have the same authority as the SPOC.
City's Responsibilities
The City will:
Provide a point of contact to the awarded Contractor.
Provide a Delivery Order (DOM) for each order. No work shall be performed without a reference DOM.
Delivery Requirements and Locations
The Contractor shall:
Ensure delivery is made within seven (7) calendar days after the order is placed (either verbally or in writing). All orders must be shipped complete unless arrangements for partial shipments are made in advance.
Confirm the quantity to be shipped on all orders within two (2) hours of notification by phone from the City.
Delivery to locations that will vary and will be issued by Austin Energy with each order.
Provide, with each delivery, a shipping or delivery ticket showing the description of each item, quantity, and unit price.
In accordance with Specification E-0897, deliver and place the requested manhole(s) in the excavation designated for the manhole at the AE job site, and shall coordinate the date and time of placement with the order requestor.
Not make deliveries on City-recognized legal holidays, unless otherwise requested by the City.
Specific Invoice Requirements
The City's preference is to have invoices emailed to Santiago.Reyes@austinenergy.com

At a minimum, invoices shall be itemized and contain the following information, or they will not be processed and will be returned to the Contractor for correction:
A unique invoice number
Invoice date
Purchase order or delivery order number
Description of the goods or services provided
The Contractor's name and remit to address
Any discounts or markups, if applicable.
Applicable Standards
The Manholes shall conform to or exceed applicable requirements of the following standards and codes:
ASTM A-615 Grade 60 for Rebar
ASTM A-185 Grade 65 for Mesh
ASTM C-857 Minimum Structural Design Loading for Underground Precast Concrete Utility Structures
AASHTO HS 20 Loading
ACI 318 for Structural Concrete
ASTM C150 for Portland Cement
ASTM C478 for Standard Specification for Precast Reinforced Concrete Manhole Sections
ASTM C858 Standard Specification for Underground Precast Concrete Utility Structures ASTM C478 for standard
Design Loads
The precast concrete manholes (Attachment I) shall be:
Rated for AASHTO HS-20 loading. Traffic (live load = 16,000lbs) shall approach the structure from any direction.
Designed to be installed with the top of the vault to have a burial depth 3 feet or 5 feet below grade, whichever is specified.
Designed for a burial depth of 3 feet; and provided with access openings that are 36 inches in diameter.
Designed for a burial depth of 5 feet; and provided with access openings that are 48 inches in diameter.
Physical Requirements
The Contractor shall fabricate precast concrete manholes in accordance with Attachment I.
The precast concrete manhole windows shall be a non-reinforced concrete membrane. The dimensions of the windows and thickness of the non-reinforced concrete membrane shall be as shown on the attached drawings (Attachment I).
Minimum compressive strength of concrete shall not be less than 4,000 psi in 28 days.
The concrete cover for reinforcement shall be provided as shown in the attached drawings (Attachment I). If not noted on drawings, the concrete cover for reinforcement shall be 1.5 inches minimum for main reinforcing bars and 34 inch for stirrups and ties.
The concrete finish shall be free of rock pockets and honeycombed areas.
The interior walls, ceiling and exterior surfaces exposed shall be smooth.
Knockout and duct openings shall be beveled on the exterior surface.
Inserts shall be provided as shown in the attached drawings (Attachment I).
No protective coating or liner is required on manholes used by Austin Energy.
Designation of Key Personnel
The City and the Contractor resolve to keep the same key personnel assigned to this engagement throughout its term. In the event that it becomes necessary for the Contractor to replace any key personnel, the replacement will be an individual having equivalent experience and competence in executing projects such as the one described herein. Additionally, the Contractor shall promptly notify the City and obtain approval for the replacement. Such approval shall not be unreasonably withheld.
