Agriculture and Irrigation
Alberta Agriculture and Irrigation (AGI), Water Infrastructure and Operations Branch (WIOB) is seeking a Contractor to provide Services for HVAC maintenance and repair at various water management infrastructure sites located in Southern Alberta. WIOB is responsible for operating and maintaining the water management infrastructure owned by the Government of Alberta. This infrastructure includes dams, canals, control structures and diversion headworks and includes the following systems and project areas:

- Waterton-St. Mary Headworks System
- Oldman River Dam Project

Government owned water management infrastructure in the South Saskatchewan River Basin is valued at approximately $5 billion. Consisting primarily of earth and concrete structures this infrastructure also includes electrical, mechanical and geotechnical components along with electro-mechanical and geotechnical instrumentation and monitoring systems. Regular maintenance must be performed on these systems, and deficiencies with the major structures and the supporting sub-systems are identified during regular inspection by WIOB personnel.

Project Background

A number of critical sites on the projects and systems indicated above have HVAC systems. To ensure these are properly maintained and ready to operate WIOB must have the technical knowledge and competency with the various makes and models of HVAC, MUA and AHU located in the Southern Region. Currently that expertise does not exist within the organization and it must therefore be accessed using external resources.

Project Objectives

For the purposes of this work, it will be desirable to engage the services of a qualified contractor to provide services to WIOB through the Project Manager in the Southern Region. A contractor will be selected through a Request for Proposal (RFP) process as detailed in this document.

Project Structure/Business Model

For the delivery of this proposal, the Contractor will report to or work with Site Team Leads at the St. Mary Dam and the Oldman River Dam or members of the site teams as assigned. Site work will be supervised and verified by the WIOB staff. Upon verification of work and certification of invoicing by the department, the Contractor will receive payment through the finance and accounting roles of the Department.
