Project Description: 1.1 Introduction/Purpose
The County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide Crime Analytics and Law Enforcement Solution services for the Ventura County Sheriff’s Office (VCSO). Proposals shall be due no later than 3:00 p.m. on March 21, 2025 for the furnishings of a Crime Analytics and Law Enforcement Solution in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.
The Sheriff’s Office is looking for a crime analytics and law enforcement solution that will enable the collection, analysis, and dissemination of information from multiple data sources, both structured and unstructured, and open source information to reveal actionable intelligence as well as the management of its intelligence and criminal investigations. The focus of the solution should be enhancing coordination, information sharing, regional preparedness, and investigative support/analysis for first responders. The solution should be capable of coordinating and analyzing information from various data sources/servers/ and third party maintained systems/servers. The solution should be turn key and include all the necessary applications, underlying third party software, data migration services, customized programming services, configuration, integration and training. Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents.
1.2 Background
The Ventura County Sheriff’s Office is staffed by approximately 1,200 personnel, including allocations for more than 700 sworn positions. More than three-quarters of a million people choose to call Ventura County home. Five of the County’s ten incorporated cities (Thousand Oaks, Camarillo, Moorpark, Fillmore, and Ojai) contract with the Sheriff’s Office to provide police services. These cities, plus the unincorporated areas of the county, make up nearly half of the County’s population.
The County’s law enforcement data is currently stored on multiple databases. The Ventura County Sheriff’s Office is looking for a crime analytics solution that will enable the collection, analysis and dissemination of information from multiple data sources, both structured and unstructured, and open source information to reveal actionable intelligence. The result will enable the Ventura County Sheriff’s Office Real Time Crime Center, investigative units and Crime Analysis Unit to manage resources more effectively, reduce time spent analyzing data, and lessen the cost of complex investigations.
In addition, The Sheriff’s Office investigates about 8,500 criminal cases every year ranging from a simple arrest to complex murders. Cases are assigned based on the type of offense and the area it occurred. The Ventura County Sheriff’s Office is looking for specific capabilities that include linking geolocations with offenders and events, linking people, vehicles, telephone numbers and locations with groups such as gangs and sex registrants, linking entities with booking photos and Automatic License Plate Reader Vehicle pictures, and linking geolocations or geographical areas with entities, either whole or partial such as names, vehicles or descriptions. The Ventura County Sheriff’s Office will also be looking for platforms that are flexible and can connect with future intelligence databases.
1.3 Action Dates
The following is an outline of the anticipated schedule for the proposal review and contract award.

County shall not be obligated to accept the lowest priced proposal. An award, if made, will be in the best interests of the County after all factors have been evaluated.
While County intends to enter a contract for these services, it will not be bound to do so. County reserves the right to reject any or all proposals. County shall be the sole judge of the offers hereunder.
