Truck Automation Corridor Project Overview
In 2019, Ohio (through DriveOhio) and Indiana [through Indiana Department of Transportation (INDOT)]
jointly applied to the United States Department of Transportation (USDOT) for an Advanced
Transportation and Congestion Management Technologies Deployment (ATCMTD) grant to deploy
various levels of truck automation technology.
DriveOhio is seeking Proposers1 (also referred to as “deployment teams”) to deploy commercial off-the-
shelf (COTS) Society of Automotive Engineers (SAE) Level 4 automated driving systems (ADS)
technology. For the purposes of this RFP, the definition of deployment is operating one or more fleet or
logistics company vehicles with L4 technology in their daily operations, on public or private roads in Ohio,
Indiana, or both, and operating that technology for a sustained period (longer than 30 calendar days).
DriveOhio and INDOT will work with the Truck Automation Corridor (TAC) project team to collect data to
evaluate the technology and assess the impact on the safety, operations, and efficiency of truck
movements, as well as awareness of and satisfaction with these technologies from stakeholders.
Request for Proposal Overview
With a total budget for all awards of approximately $2M, funding will be provided to the awardees to cover
some or all of the cost of the technology, equipment, installation, and driver and staff training (if needed)
and technology-related operations and maintenance2 for the deployment of L4 technology. Depending on
the available budget and qualifying proposals, DriveOhio and INDOT may make multiple awards. The
structure and project approach are flexible so long as data is collected.
Relevant requirements include:
• Level 4 automation in any class of commercial vehicle, including:
o Agreement that system requirements, Appendix A, can be provided currently or at the
time of deployment.
o Work with DriveOhio and INDOT to provide baseline performance data and evaluate the
technology’s performance.
o Compliance with state truck automation laws, regulations, and policies during operations
(with coordination by DriveOhio and INDOT).
• Agreement that some or all the L4 system data, as defined in Appendix A.2, can be shared with
the project team (data would not be made public).
• Participation in public relations activities that will be coordinated by DriveOhio and INDOT.
Audience
Teams will execute all aspects of their proposed project. Examples of project team members are provided
in Table 1. Please note these are only examples; not all example members need to be on a team
and innovative teaming is encouraged. Proposers should not feel constrained to provide a response
that aligns with these examples.
1 A “Proposer” shall mean any party who drafts and submits a response to this RFP.
2 Operations are specific to the activities necessary to operate the technology whether deployment or demonstration;
this may include project manager time and expenses related to having these operations-related staff located in Ohio

Project Types and Eligible Expenses
For each project team, there are a minimum of three items needed to operate the proposed solution:
1. trucks or commercial vehicles (may include any class, assuming transport of commercial loads),
2. ADS technology, and
3. data loggers/telematics3 (for data collection and evaluation purposes).
In summary, Table provides a list of items eligible and not eligible for reimbursement by the project.
• New truck(s) equipped with or without technology (L4)
o Purchase or lease truck with integrated L4 capabilities. Based on negotiation, the project
would reimburse for reasonable monthly cost for the length of the deployment.
o Separately, the project would reimburse reasonable costs for the length of the
demonstration for the purchase or lease of new trucks of the specific make / model that
will be retrofitted with the L4 technology.
• L4 technology (hardware and software) for installation as an add-on/retrofit kit to a new or
existing truck.

Proposal Content
Proposals should include the following elements:
• Cover letter (3 page maximum). This letter should include:
o A description of the deployment team, including:
▪ Each team member and their role. A single entity may submit a proposal so long
as essential partners (such as the technology provider or fleet provider) are
named and have provided a letter of commitment. Letters of commitment are not
counted towards the page limit.
▪ List primary points of contact for each project team including role and
responsibilities for each individual.
o A short description of the L4 project, specifically noting:
▪ General geographic area and roadway network, and
▪ Project team interest and availability to support outreach and educational
activities to be coordinated by ODOT and INDOT (in terms of the number and
