Ministry of Finance
The Ministry of Finance (the “Ministry”) is responsible for developing and implementing the core financial functions of the Government of British Columbia (the “Province”).  Key functions of the Ministry include economic, fiscal, and financial policy, revenue and tax administration, budgeting and forecasting, accounting, investment planning, debt management, banking services, security and risk management, and internal audit and compliance monitoring.  The Ministry is also responsible for the Province’s revenue, tax and benefit administration and is committed to ensuring gender equity is reflected in government budgets, policies, and programs.
Revenue Division
The Revenue Division is comprised of many diverse branches and teams and provides administration and compliance activities for tax statutes administered by the Ministry, including audit assessments, tax refunds, and tax credit and benefit programs. This business area also collects royalties, taxes and fees levied on mineral, oil and gas production and works with other levels of government collecting taxes on behalf of the province.
Consumer Taxation Audit Branch
With approximately 220 staff distributed throughout British Columbia and Ontario, we conduct numerous audits every year, both in and outside of B.C. covering all industry types. CTAB has operations in: Vancouver, Surrey, Victoria, Mississauga, Ontario, Kelowna, Penticton, Cranbrook, Prince George, Kamloops, Williams Lake, Terrace, Dawson Creek, Fort St John, Courtenay, Nanaimo

The branch carries out audit and compliance activities, including refund verifications and inspections, for the province’s consumption tax system which generates approximately six billion dollars in annual revenue to support programs for education, health care, social service and other public service needs of British Columbians. We also perform audit compliance and education activities on consumption taxes for a variety of other organizations including Tourism B.C., the Cowichan (Aboriginal) Band, various municipalities, and for 48 individual states and nine provinces under the International Fuel Tax Agreement (IFTA) and the International Registration Plan (IRP).

The purpose of this RFI is to gather information that may be useful to the Ministry with respect to a potential future procurement or other process or initiative. This RFI is not: (i) a tender notice or call for tenders; (ii) a notice of intended procurement; or (iii) a notice of planned procurement.
The Ministry of Finance, is looking to the market to understand the potential for and the approximate costs of a Case Management System/solution that can address the following requirements:
